Red Amber Green, Jobcentre classifications/analogy in training system for new work coaches

In a letter dated Sept 2016 Devonport Jobcentre have confirmed that a system used when training new work coaches to help gauge the level of help needed by a jobseekers uses a traffic light analogy, namely Red, Amber, Green.
It has confirmed that Plymouth Jobcentre uses this training system when training its new work coaches.
Please supply what information you hold
1- regarding the training of new work coaches at Plymouth Jobcentre
2- regarding the training materials used for new work coaches at Plymouth jobcentre. This includes all notes, PowerPoint presentations, handouts during the training
3- about the training materials that specifically include the Red Amber Green analogy and the surrounding training materials that uses that or follows up on it (whether still current materials or now older versions).
4 - about the training materials that specifically relate to the term 'job ready'
and training materials for those considered job ready and those that are considered not.

I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'Red Amber Green, Jobcentre classifications/analogy in training system for new work coaches'.

Your reply, FoI 4564, dated Dec 20 2016 to my request stated that 'None of the learning materials provided to Work Coaches in Jobcentres refers to any form of Red, Amber, Green analogy'. According to the information provided to me by jobcentre staff, this is not the case.
The resolution manager, Lucy Ireland, at Devonport Jobcentre Plus has confirmed in writing that;
'I apologise for the discussion around red, amber and green. This is a system used when training new work coaches to help them gauge the level of help needed by a jobseeker, using a traffic light analogy.'
She refers to this analogy as a 'system' and that it is 'used' when training new work coaches.
From what you state it may be that this is only a verbal part of the training, however this seems very unlikely given your confirmation that all the training is the same nationally. It also seems embedded in the training and as such at some stage is in print somewhere within it.
You confirm that learning materials are hosted internally and are not publicly accessible.

In the spirit of the FOI act I would like therefore to amend my request to be more specific in order for you to be able to comply with it at minimal cost. However I think my request was quite straightforward and would not cost what you allege.

so to clarify, and to be more specific, I would like you to supply the the following;
Q1revised - please supply a copy of the normal core training information received by new work coaches at Plymouth Jobcentre.
Q2revised - including the typical core materials that a new work coach gets (papers, handouts, emails) or sees, PDFs and/or online pages etc
Q3,Q4revised - including those materials that specifically include the Red Amber Green
analogy and the surrounding training materials that uses that or follows up on
it as confirmed to be part of the training by Devonport JC and including those parts of the materials that refer to the term 'Job ready'.

If this is still a problem then I would like you to state why. In essence i just want a normal copy of what a new work coach gets, and as we know that to contain the analogy mentioned somewhere in it then it should include that, or that part of an earlier copy.
One copy will not cost you much, just a few minute to download and attach those PDFs etc.
If there is a training framework document then I would ask that be included to provide context for the different stages of the training, if it doesn't already.
If you still feel that that is too much (just one core copy) then pls state what you can supply.
I do think its important and in the public interest that this information is accessible so we can see just what is being trained to work coaches, who after all, need decent support and tools.
I am not fishing for anything derogatory or trying to 'out' the jobcentre, but as an FOI has been requested, if it exists, then it is the law that you comply. One core copy of training materials or a clarification or scaling down to try to comply is what I would have expected.
Please supply the information or work with me to supply what you can and are able to.
