Dear Emma
We have considered your request for information in accordance with the
Freedom of Information Act 2000. Under Section 8(1)(b) of the Act, you
have not fulfilled the requirements for a valid FOI request. This is
because you have not provided your real (full) name. ICO guidance is
clear that pseudonyms and/or first names only are not sufficient.
We can also advise that your request is not sufficiently clear and we
would need further information from you to be able to identify the
information you are seeking. For example, it is not clear whether you are
looking for information about fees relating to the recruitment of
permanent University staff, or the cost of agency staff (eg ‘temps’), or
both.
If you are dissatisfied with this response and wish to appeal our
decision, please write to [1][Manchester Metropolitan University request email] giving your reasons for
appealing. You must appeal within 40 working days of the date of this
email. Under s5.3 of the Freedom of Information Act Code of Practice, we
are not obliged to accept appeals/internal reviews after this date. You
also have a subsequent right of appeal to the Information Commissioner’s
Office (ICO), see their website at: [2]https://ico.org.uk for more
information.

Dear Emma
The University’s expenditure relating to recruitment agency & temp staff
costs in 2018/19 was:
Staff costs: £7,126,916
Professional fees: £121,575
Notes:
- The figures represent all expenditure attributed to the
particular finance codes relating to recruitment of permanent staff; and
temporary staff costs. The data provided is therefore broader than
recruitment agencies alone, since we may also make payments to other
organisations (which are not recruitment agencies), for example for
seconded staff, or to individuals directly.
- The data held by the University in its electronic systems does
not identify which organisations/suppliers are recruitment agencies; which
are other types of organisation (not recruitment agencies); and which are
individuals (meaning that the specified name in our system constitutes
identifiable personal data, which is exempt from disclosure under s40 of
the Act). Any attempt to identify this level of information would be
likely to exceed the cost limit for having to comply with a request under
s12 of the Act. The cost limit is £450/18 hours.
