Dear Doncaster Borough Council,
I would like to request the following information:-

1) A copy of the national advert for the recent appointment of Director of Learning, Opportunity, Skills and Culture. I would like to know how many people were shortlisted and interviewed and who by. If this is not available please provide an explanation
2) How many people applied, were shortlisted and interviewed for the Attendance Service Manager post. Please specify the job title and grades of the interview panel.
3) Please provide details of the process used to engage DKC Associates, including and supporting documents for the tender process and a decision record for the initial work and subsequent work.

Dear Freedom of Information Requests,
Please can you advise me in what way resources have been redirected. This is a question for Human Resources, who are still working in Human Resources and therefore have not been redeployed elsewhere. They are no busier than they usually are. I'd like a proper response to enable me to decide whether to go to the ICO.

The Council’s priority at this time is responding to the issues facing its residents and supporting them therefore some members of staff are currently working in different roles and assisting other teams so that essential services within the council can remain available. As a result of the current situation the Council has had to take the decision to prioritise its efforts and pause the provision of some services, including Freedom of Information (FOI) and divert its resources towards Front line provision.

We will of course respond to your request for information when resources are available.

Dear Freedom of Information Requests,
I note that the Council is now resuming its 'functional realignment' of services which is to include reductions in posts. Therefore if a fullscale restructure can be carried out this indicates you have the resources to respond to my FOI request. If you fail to do so by 23rd June I will inform the ICO citing the relevant business as usual process which are continuing, such as recruitment, redundancies, 60+ senior managers in a senior management meeting at once.

Thank you for your response. However for question 1 I wanted a copy of the national advert. The document presented was a word document and does not provide evidence that the post was advertised nationally. Please provide evidence of this.

Secondly, could I ask why (1) there were only 2 people on the interview panel for the Attendance Service Manager post when there should be 3. I have also been previously told that the panel should only consist of people who are a grade higher than post being interviewed for. Please advise on this and provide information on the decision making process including a copy of the approved recruitment form.

Thirdly, CPR waivers are generally not supported in the Council and I don't accept that the reasons for the waiver. I also understand that Mr Coulson, is now working in a different role (not advertised), therefore please supply the ODR for this decision and an explanation for my points.

Dear Ms Cooke, with regards to your email below I just want to update you on what is happening with your queries:

Point 1 - you requested: A copy of the national advert for the recent appointment of Director of Learning, Opportunity, Skills and Culture. I would like to know how many people were shortlisted and interviewed and who by. If this is not available please provide an explanation.
My response was that the advert (pdf version supplied) appeared on Doncaster Council’s recruitment website during March 2020. One person was shortlisted and interviewed. The interview was carried out by members of the Chief Officer Appointments Committee.
As it now appears that you want to see the actual advert in print (i.e. on the website), I have liaised with Rotherham Council who administer the job adverts on our behalf. The website in question is accessible by anyone who has access to the Internet. From the applications made via this website, shortlisting was then done (as detailed above). Once I receive Rotherham's response as to whether they can retrieve the advert information I will update you further.

Points 2 and 3 - the team that administers our FOI's have recorded this as a new FOI and a response will be sent to you within the appropriate timescales.
