Recruitment of new Chair of Commission for Local Government and LGO

Please provide any and all information held that would explain why you chose to wait until after Tony Redmond, LGO and Chair of the Commission for Local Administration for England, retired before recruiting his replacement. Particularly since you knew he would be retiring in November 2010 when he took up post in 2001.
