Recruitment of City Centre Enforcement Officers
Dear Peterborough City Council,
From a response to a previous FOI request it appears that the contract with a security company to provide the officers has terminated and that the role has returned to employees of the council.
A publicity photograph published by the police was the topic of the earlier FOI request as it appeared there had been a change in uniform.
1. Please provide a date for when the contract finished with the security company and when the council resumed responsibility for the City Centre Enforcement Officers by employing its own staff.
2. Please provide a copy of the adverts / recruitment process to select officers for the role indicating if the role was advertised internally or externally.
3. The male officer depicted in the photograph published by police is wearing the Council uniform and was previously one of the contracted security officers who we can assume no longer works for the security company. How was the officer recruited? This links to question 2 which may answer the question.

From a response to a previous FOI request it appears that the contract

Roles were advertised externally on Peterborough City Council website from
24.04.23 to 30.4.23. Due to being unable to recruit to all vacancies the
advert has been republished w/c19th June 2023 [1]City Centre Enforcement

3. The male officer depicted in the photograph published by police is

Recruitment information relating to the officer depicted in the photograph
is exempt information.
The exemption we are applying is Section 40(2) – personal information. We
believe the exemption applies because disclosure of this information would
not be fair or lawful because it would breach the first data protection
principle as outlined in Schedule 1 of the Data Protection Act 1998, and
we consider the individual concerned would have a reasonable expectation
of privacy.
