Dear Calderdale Metropolitan Borough Council,

In the Recruitment & Resourcing Manager role profile posted on this site on 12 May 2017 (see response to the following entitled request 'Human Resources and Workforce Training Employee Structures and Pay' the following is stated -

'Undertake analysis of recruitment information, producing statistics and drawing conclusion and recommendations based on data analysis to report to Members on a periodical basis. Ability to diagnose, research, analyse and interpret varied and complex information to make effective and robust judgements and present information up to and including Chief Executive level that is concise, easy to understand, both orally and written.'

And in the Recruitment & Resourcing Advisor role profile posted at the same time the following is stated -

'Undertake analysis of recruitment information, producing statistics and drawing conclusion and recommendations based on data analysis. Ability to diagnose, research, analyse and interpret varied and complex information to make effective and robust judgements and present information up to and including Chief Officer level that is concise, easy to understand, both orally and written.'

Please can you provide a copy of all the information presented to managers and members up to Chief Officer level as a result of the above stated post holders undertaking this particular aspect of their role.

Dear Calderdale Metropolitan Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Calderdale Metropolitan Borough Council's handling of my FOI request 'Recruitment Information - Workforce Resource Planning and Monitoring'.

In your reply it is stated that in order to complete this request two officers would have to analyse every meeting attended, as well as every email sent and any reports that they have produced. As such, the time required to locate and extract the information will exceed 18 hours.

This approach is unnecessarily time consuming - most usually individuals and teams have electronic filing systems in place on shared and/or home drives of computer systems where information is stored and it would be unusual for such systems not to be in place and for such information not to be stored for future reference.

Perhaps the officers undertaking the roles in question can sign post where the information is stored in order that it can be easily be retrieved, rather than having to analysing every meeting attended, as well as every email sent.

Dear Tracie Robinson,

Thank you for contacting the appropriate officer and providing the attached two reports.

However, information on this site shows that the roles responsible for undertaking analysis of recruitment and making recommendations based on data analysis, ie Recruitment & Resourcing Manager and Recruitment & Resourcing Advisor, have been in existence for more that 2 years. In the context of this and the Council's aspirations for its workforce as reported in the minutes of Council meetsings, it is amazing that only 2 reports have been produced since the creation of these posts. Indeed, the Council's own minutes show that the Chair of the Strategy and Performance Scrutiny Board (and the Chair of the former Use of Resources Scrutiny Panel) requested to be provided with quarterly reports on the Future Workforce Programme (FWP) sometime ago yet only 1 report has been provided.

In view of this, please can I ask you to check and provide a copy of all other information presented to managers and members up to Chief Officer level as a result of the above stated post holders undertaking this particular aspect of their role.
