1. In the GDC reply to Allison Williamson on 22 August please provide an itemised breakdown of the costs that make up the figures you quote in that reply.

2. Please advise how much the total accumulated salaries accounted for, for the executive committee for each of the last 5 years and the calculated percentage increase in those salary costs as a result of pay rises be it inflation increase or general pay rise. Pease also provide the same information for total remuneration (bonus, pension and other costs).

3. Please disclose how much was paid in total bonuses, for each of the last 5 years to a) all employees working for the GDC in aggregate b) any contractors / non employees, c) the executive committee and d) the fitness to practice committee

4. As for point 3 above, how much was paid to each of those categories for the purpose of any of the following: sign on bonus ie golden handshakes, leaving bonus ie golden parachutes or ANY other costs incurred (other than a pure recruitment agency cost) in the direct employment or dismissal/termination/resignation of a GDC employee or contractor, in each of the last 5 years? Please separate out the categories for employees and non employees / contractors be it limited companies or otherwise

5. Please advise if any employee or contractor at the GDC is paid any form of target related commissions (separate from annual bonus). If yes, please outline what contractors and departments, the total amount paid in commissions for each of those departments for each of the last 5 years and the scope of work undertaken to achieve those commissions. Please advise if those commission payments were paid as cash via PAYE or another form of entitlement.

6. Please advise if all members of a) the executive committee, b) fitness to practice committee, for the last 5 years were/ are full time employees or at any time contractors and what the policy is / steps are taken to ensure that tax avoidance is not undertaken by using a limited company for the specific purpose of contracting for the GDC and would otherwise be treated as PAYE employees. This is in regards to HMRC's guidance on IRS 35 where contractors avoid or reduce paying income tax by doing exactly the same work as employees but under a different tax structure. How does your HR department check compliance with these HMRC rules?

7. Please list separately the names of any contracting firms used by a) individuals who make up the executive committee, b) fitness to practice committee, c) other individuals contracted with the GDC in general

8. Please advise the CEO's salary for each of the last 5 years, total remuneration and separately bonus entitlement.

9. Please also confirm that the CEO of the GDC is and has always has been taxed by the GDC as a full time employee under PAYE. If not, please outline why and when.

10. Please disclose whether the GDC employs the use of ANY tax saving company / financial planning consultant/ accounting firm to either provide any tax advisory / tax mitigation/tax reduction services for a) reducing any employee related remuneration costs, b) non-employee / consultant fees. If the answer to this question is "yes", please provide details of the scope of those services provided, the names of the firm(s) used to provide the service, when it was used, the cost of those services and the name of the department who authorised it.

11. How much has been spent for each year since 2007, on any Xmas or summer party event for employees and contractors?

The figure of £190k was only a projection while the recruitment exercise
was ongoing. The actual and final figure was £222.9k. See below the

c)       other individuals contracted with the GDC in general: it is
normal policy to engage temporary staff resources through a variety of
registered employment agencies. I can confirm that the General Dental
Council holds more detailed information to which you have requested
access. However we are withholding that information since we consider that
the exemption under section 43 of the Freedom of Information Act 2000
applies to it. This is a qualified exemption and the GDC must therefore
apply a public interest test. I confirm that the GDC has considered
whether or not it would be in the public interest to disclose more
detailed information in relation to your request but considers that to do
so would be likely to prejudice the interests of both the GDC and our
commercial suppliers.  We therefore consider that in all the circumstances
of the case, the public interest in maintaining the exemption outweighs
the public interest in disclosing the information.

 

8.  Please advise the CEO's salary for each of the last 5 years, total
remuneration and separately bonus entitlement.

affairs of past CEOs and the present CEO are personal data and therefore
we will not be disclosing further information.

We have engaged an independent firm of Chartered Accountants to conduct
negotiations with HMRC regarding the taxation status of our committee
members, panellists and inspectors, as set out on page 46 of the GDC

The cost of the service provided will be based on the savings that accrue
to the GDC. The engagement was authorised by the Director of Finance and
Corporate Services, following consultation with the then Financial and
Business Planning Advisory Committee, a previous Council committee.  I can
confirm that the General Dental Council holds more detailed information to
which you have requested access. However we are withholding that
information since we consider that the exemption under section 43 of the
