Thank you for your request for information as copied below. You asked
three questions regarding the employment of British Muslims by the House
of Commons, which we have sought to answer below.
1) How many British Muslim employees have you recruited? Please
provide figures for every year since 2010.
and
2) What is the average length of service?
Some information is held by the House of Commons regarding your request.
Firstly, the House only holds information on employees who identify as
Muslim where they have chosen to disclose this information to us. This
means we cannot confirm if the statistics we hold are a true reflection of
the total number of British Muslims employed by the House as it is not
mandatory to disclose this information to us. This is also true of
national identities.
Furthermore, while our systems hold information on national identities
which employees have chosen to disclose to us, information on those who
identify as British is grouped together as part of a larger identity
group, specifically as ‘British/English/Northern Irish/Scottish/Welsh’,
and we therefore cannot confirm if all those who have identified as Muslim
and identified as this category specifically identify as British.
Additionally, the House also only holds this information from 2016
onwards. The information we do hold is attached.
Please note that some information in the attached has been redacted. This
is because in some instances, owing to the low numbers of staff involved
(fewer than 10) and the information requested being special category
personal data, disclosing this data may make it possible for individuals
to be identified. This information is therefore exempt by virtue of
section 40 (2) of the Freedom of Information Act 2000 (FOIA), as
disclosure of this information to the public generally, in the House’s
view, would not be consistent with data protection principles in Article 5
of the UK General Data Protection Regulation. This is an absolute
exemption and the public interest test does not apply.
3) How many British Muslims have you employed in communications/media
roles since 2010?
This information is not held by the House of Commons. The House does not
have a specific category for communications/media roles on our HR systems.
As a result, while it is possible that the House may hold information on
British Muslims employed in communications/media roles by the House, a
sophisticated judgement would have to be made for each role held by those
in this category to determine whether they could be classified as holding
a communications and/or media role. We are therefore not obliged by the
FOIA to carry out this breakdown or create this information.
You may, if dissatisfied with the handling of your request, complain to
the House of Commons. Alternatively, if you are dissatisfied with the
outcome of your request you may ask the House of Commons to conduct an
internal review of any decision regarding your request. Complaints or
