Review of Response

Your original request was as follows:

 1. How many British Muslim employees have you recruited? Please provide
figures for every year since 2010.
 2. What is the average length of service?
 3. How many British Muslims have you employed in communications/media
roles since 2010?

On 24 March 2022 Torbay Council responded within the statutory 20 working
day timeframe with the following:

I am writing to advise you that, following a search of our paper and
electronic records, I have established that the information you requested
on 6 March 2022 is not held by Torbay Council.

We are unable to provide the information requested as we do not collect
Ethnicity data in this way and Employees sharing their ethnicity is
voluntary/optional.

Specific Issues you raised

In your request for an internal review received on 24 March 2022, you
requested that the Council 'please answer the questions based on the data
you have.'

In considering your internal request review I have spoken with the
Council's HR department who have confirmed that the information is not
held.  Employees can voluntarily provide information about their
ethnicity, but within the ethnicity categories we do not capture
information about an employee's faith or religion.  Therefore, we are
unable to identify how many of our employees identify themselves as
British Muslim. 

Decision

The final decision of this review is that it does not your complaint, as
the Council was correct to advise it did not hold the information
requested.  However, I do find that the response could have been clearer
in that you should have been advised information about faith or religion
is not captured about employees as part of the voluntary process and I
will feed this back to my service.

If you are not content with the outcome of this Internal Review you have
the right to apply directly to the Information Commissioner's Office for a
