Dear Mr Scott,
We are writing to advise you that it has been necessary to refuse this
request under the Freedom of Information Act (FOIA).
We estimate that compliance with your request would exceed the appropriate
costs limit established by section 12 of the Freedom of information Act
2000; this is currently set at £450 (or 18 hours work) by virtue of the
Freedom of Information and Data Protection (Appropriate Limit and Fees)
Regulations 2004. Our estimate has considered the time it would take to
determine whether we hold the information and then to locate, retrieve and
extract it.
The primary reason for this is that to provide information in respect of
total value of spend on staff recruitment agencies for *academic* year
2015/16 (which is not centrally recorded) would require a search of the
procurement database and of individual invoices, which may be held within
Schools and Departments, where available. There are over 60 such
Faculties, Schools and Departments. If it took 30 minutes to collate the
data you have asked for one school (or equivalent), and for some it may
take much longer, it would take the total time spent on the request over
30 hours (30min * 60 units = 1800 / 60 = 30 hours), and this without
factoring in the time it would take to collate all the information from
individuals. This work takes us over the 18 hour threshold imposed by the
appropriate limit so in accordance with FOI this email acts as a Refusal
However, under Section 16 (duty to provide help and assistance) we are
able to provide information in respect of the *fiscal* year (1 April 2015
to 31 March 2016) within the limits so we have provided this below and
hope this is of use to you.
