We have been unable to find any information relating to WikiLeaks thus
far. I would be grateful if you could give me an indication of what the
meetings relate to and whether the discussions were held in the UK or
overseas? Further information would enable us to conduct a more
concentrated search.

Dear Tanweer Hussain,

Thank you for your message of May 15, 2009, where you state the FCO has been unable to find any information relating to WikiLeaks.

The failure to find documents that definitely and recently existed at the FCO (UK) does not bode well for the integrity of the FCO or its FOI process.

For instance, here are our copies of certain FCO emails sent to WikiLeaks in relation to counter-proliferation.

Thanks for this but as I'm sure you'll appreciate, the FCO is a large
organisation consisting of many departments. It would be unrealistic for
the Information Rights Team to know the extent of the whole of the FCO's
business activities all of the time. We have been in touch with our Press
Office Department and they have been unable to find any information on
WikiLeaks. The only other alternative would be to e-mail the many
individual Departments of the FCO (UK)to search for the relevant
information. This would clearly exceed the cost limit specified under the
Freedom of Information Act (section 12). The purpose of my e-mail was to
identify the areas of interest so we could conduct a more concentrated
search for the information.

The details you have further provided are useful and we have made the
relevant Department aware of your request. We hope to respond by 3 June.

The single redacted page released by the FCO from Feburary 2007 is by no means a reasonable attempt at compliance. It is clear there were recently additional records based on our prior (non FOI) correspondence with the FCO.
