Recording/Filming of Public Council Meetings

Dear Nottingham City Council,

Please could you provide me with the following under the Freedom of Info Act;

1) Are public meetings of the council and/or of its committees filmed or recorded by the council in any way?

2) If yes, are these recordings available to members of the public? If such recordings are not available please explain why.

3) If no, does NCC have any plans or ongoing discussions about recording meetings, or perhaps providing webcasts of such meetings?

4) Would NCC allow a member of the public to film or record one of the council's public meetings?

5) Whatever the answer to #4, please provide any policy or internal guidance on the issue. If the answer is no, please provide in addition any legal justification for that view if one has been prepared.

Please note, this request is distinct from request IGO/82 which, as far as I can tell dealt with private meetings about individuals. This request only concerns meetings that would be open to the public.

From my personal knowledge as a councillor, which ends May 11, no meetings were routinely recorded or filmed.

Occasionally for full council meetings where large attendance was expected, a relay CCTV system with a screen in another room was used.

The only exception is the questions at the start of full council meetings where a verbatim transcript is produced of the first answer. These are taped to allow typing up. Don't know if the tapes are stored. I believe they stop recording once that section of the meeting finishes.

Some councillors tape some parts of meetings themselves - eg I have one or two recordings of key speeches I made. How conceited :)

THere are some councils who do webcast their meetings, eg Derby city, Cornwall county. But it seems to be ruinously expensive and only listened to / watched by a small number of people.
