Thank you for your email and your patience while I looked into this matter.

It might be helpful if I summarise the correspondence so far. I conducted an internal review as requested as you were not satisfied with a response to your Freedom of Information request. For completeness I am attaching my response to the internal review.
In my response I explained that we were unable to release the computerised record for RCN's NJ54154179 and NJ54473610 as there is personal information about a third party and this would breach Data Protection principles. You have asked for this to be further considered on the basis of Section 35 of the Data Protection Act 1998 where it states that information may be released if required by law or in connection with legal proceedings.

The disclosure under section 35 relates to an organisation choosing to release the information if there are legal proceedings or it is required by law. For example if we received a court order against the London Borough of Hounslow, then we would be obliged to release the information. Currently we have no record of receiving a court order and therefore we are unable to release information about a third party. This also falls under the scope of the Data Protection Act which is different to the Freedom of Information Act.

Your previous requests have been requested under the Freedom of Information Act and we have not received a request under the Data Protection Act. A request for personal information under the Data Protection Act is called a subject access request (SAR). When we receive a SAR request, we release information requested by the individual if it their personal information and held by the London Borough of Hounslow. We will redact any information that relates to a third party.

A real, genuine, sincere apology is more than just a confession of wrongdoing. It is really a request for mercy and forgiveness; therefore, it needs to do more than just confess.
Tina Dunkin, Customer Relations and Improvement Manager you are wrong in your assertions that you are unable to release the computerised record for PCN's NJ54154179 and NJ54473610 as it will be in breach of Data Protection Act 1998.
To the contrary the law is very clear:
s35(2) DPA 1998
(2)Personal data are exempt from the non-disclosure provisions where the disclosure is necessary—
(a)for the purpose of, or in connection with, any legal proceedings (including prospective legal proceedings), or
(b)for the purpose of obtaining legal advice,
or is otherwise necessary for the purposes of establishing, exercising or defending legal rights.

There are criminal proceedings in Isleworth Crown Court,case number A20180026 and my liberty,my constitutional and human rights are at stake.
Concealling information is a crime in itself and you are in breach of many laws,particularly Data Protection Act 1998.
What is more in the last 10 years London Borough of Hounslow Executives,its staff and its agents have been conducting criminal acts against me,my family and my property by concealling the records.
You are required to provide full disclosure and meta data for PCN's NJ54154179 and NJ54473610 under s35 of DPA 1998
