You have requested the following:

 

1)  The record of the number of 5G Masts erected in Hounslow Borough up to
date.

Response: 

 

I will respond using the same numbering as I have set out above:

 

1)  While the Council receives a variety of applications, prior approval
notifications and permitted development notifications in any given year
for telecommunications developments, it does not and is not required to
record systematically whether these are '5G' or other forms of network
provision or to retain such data.  Therefore we do not hold this
information, nor do we have a record of how many masts in total have been
installed in the Borough.

 

2)  We will continue to receive and are required to assess submissions or
'5G' masts, masts of other kinds, and other telecommunications
developments.  However, the Council is not responsible for the rollout of
these networks, which is the duty of the telecommunications licence
holders.  We do not therefore hold records of the licence holders' future
plans and are not required to obtain this information.

 

3)  The Borough has not contracted anybody to erect 5G masts and does not
provide a 5G or any other telecommunication service. 

 

Some proposals for masts require that the operator first obtain planning
permission from the local planning authority because they are defined as
development under Section 55 of Town and Country Planning Act 1990 and do
not fall under the definition of 'Permitted Development'.  Others comprise
permitted development according to Schedule 2 Part 16 of the Town and
Country Planning (General Permitted Development)(England) Order 2015 (as
amended).  This provides certain permitted development rights for
telecommunications code system operators provided there is compliance with
the provision of clauses A.1 (1-10) and there is no conflict with
Conditions at A.2 (1-4) and A3 (1-11), subject to an analysis of the
siting and appearance of the proposal as is required under Condition
A.2(4).  You can read these pieces of legislation on line. 

 

There is no control available to the Council over the time period during
which such masts can be installed or over the actual timing.  If you are
asking whether it is permissible to install such installations during the
night, this is not controlled by planning law, but the Council can control
activities that cause nuisance (such as unreasonable noise during normal
night time hours) under other relevant environmental protection

4)  Since the Council has no such contracts, we have no information about
the value of any contracts to install mobile phone masts, be they 5G, or
any other network and are not required to hold such information.

 

5)  When we receive planning applications (including Prior Approval
submissions) for mobile phone antennae, we carry out the necessary public
notifications required by law and by the Council’s Statement Of Community
Involvement.  Typically this will involve writing to immediate neighbours
and posting a site notice close to the location of the proposed
installation.  since the Council has no other part to play in the rollout
of these networks, we do not have the ability or duty to consult
specifically on such wider proposals.
