Dear Mr Popovic,

Freedom of Information Request F22-026

Thank you for your request for information as copied below. You requested
to be provided with a record that “Statutory Instrument 2019/1367” has
been debated in the House of Commons.

This information is not held by the House of Commons. All debates in the
House of Commons are recorded in Hansard, the official report of all
Parliamentary debates, and it is possible to search for key words or
phrases in Hansard via our webpages ([1]https://hansard.parliament.uk/).
However, a search of Hansard using the key phrase “Statutory Instrument
2019/1367” returns zero results, and we therefore hold no information for
your request.

It may help you to know that the Statutory Instrument you refer to was
subject to a procedure known as a ‘made negative’ procedure. Instruments
subject to a ‘made negative’ procedure do not require approval in
Parliament before becoming law. However, it is possible for a Statutory
Instrument which is ‘made negative’ to be annuled if a motion to annul it
is passed by either House of Parliament within a pre-determined objection
period. More information about the procedures of Statutory Instruments can
found on our webpages here:
[2]https://www.parliament.uk/about/how/laws...

I hope the following will also be helpful to you:

o Details and timeline of the Statutory Instrument requested:
[3]https://statutoryinstruments.parliament....
o Our glossary’s definition of Statutory Instruments, which also
contains links to other relevant terms and related procedures:
[4]https://www.parliament.uk/site-informati...
o As Statutory Instruments are a part of Secondary Legislation, you may
find the following webpage helpful:
[5]https://www.parliament.uk/about/how/laws...
o Section 6 of the Sessional Returns for the 2017-19 Parliamentary
session
([6]https://publications.parliament.uk/pa/cm...)
gives detailed figures on the number of affirmative made and negative
made statutory instruments introduced during this period, which you
may find helpful.

You may, if dissatisfied with the handling of your request, complain to
the House of Commons. Alternatively, if you are dissatisfied with the
outcome of your request you may ask the House of Commons to conduct an
internal review of any decision regarding your request.  Complaints or
requests for internal review should be addressed to: Information Rights
and Information Security Service, Research & Information Team, House of
Commons, London SW1A 0AA or [7][House of Commons request email].  Please ensure
that you specify the full reasons for your complaint or internal review
along with any arguments or points that you wish to make.

If you remain dissatisfied, you may appeal to the Information Commissioner
at Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF,
[8]https://ico.org.uk/.

Yours sincerely,
