Reconciliation of difference in monitored and self reporting of badgers shot at but not retrieved 2017

Dear Natural England,

In Annex B Natural England compliance monitoring summary of the 2017 Badger Control Licences of the Summary of badger control monitoring during 2017 there is a difference between the NE observed proportion of badgers shot at but not retrieved (12.2%) and the self reported figure (2.25%).

How has Natural England reconciled this difference?
Does Natural England conclude that more observations by NE monitors should be made and has this been put forward as a necessary change for future monitoring?
Does Natural England believe that self reporting is accurate and if not does Natural England take any action to prevent inaccurate reporting?
