Recommendations referred to in Email to Beth Russell and Jim Harra 30th Oct 2019

Stephen Campbell made this Freedom of Information request to HM Treasury This request has been closed to new correspondence. Contact us if you think it should be reopened.

HM Treasury did not have the information requested.

Dear HM Treasury,

I refer to Emails which were released under FOI2022/65275. I wish to request the information that HM Treasury will hold, and that is referred to in the EMail included in the FOI disclosure on page 7 of the PDF, referring to "recommendations" made by Sir Amyas Morse whilst he was conducting the so-called independent Loan Charge Review.

The email subject is : RE: Independent Loan Charge review meeting

Send Date & Time : 30th October 2019 at 13:54

Recipients of the email include Beth Russell, Jim Harra, Suzy Kantor, Carol Bristow

The EMail discusses the impact of agreeing "all the recommendations", a clear reference to proposed recommendations shared by Sir Amyas Morse whilst he was considering options for the review recommendations into the discredited Loan Charge policy.

I am requesting the document which was shared by one of more recipients and to which the impact breakdown makes explicit reference. This may or may not be an attachment to the email itself. It may welll have originated from the Loan Charge Secretariat EMail address ([email address]) and/or Siobhan Jones from LCR team ([email address]) when it was originally shared with some of all of the Senior Civil Servants CCd on the Email referenced above.

I would note that the ability to search for and retrieve these EMails and the associated attachments has been established via many other FOI requests and successful ICO complaints (where the latter has become necessary).

I would appreicate it if HM Treasury would refrain from using spurious reasons to delay release of the requested information. I will be highligting this request to John Edwards of the ICO, following the huge delays I have experienced in attempting to obtain the final Morse Review Draft document.

Yours faithfully,

Stephen Campbell
