Dear Hackney Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Hackney Borough Council's handling of my FOI request 'Recipients of discretionary rates relief, and values for 2015'.

The information requested cannot be exempt under the FOI Act, as the information alone could not possibly demonstrate "prejudice the prevention and detection of crime and the assessment or collection of any tax or duty or any imposition of a similar nature."

That the council holds matters concerning business rates accounts between the account holder and the council does not itself qualify for exemption nor lay reasonable grounds for dismissing this enquiry, and I challenge the council to provide proof of precedent established under a British court of law.

Further, in consideration of exempting information under Section 43 of the FOI Act, the Council cannot apply this to the release of information pertaining to business rates accounts as business rates is a central government imposed tax and as such is open to public scrutiny.
