Recent changes to the Oyster system

The request was partially successful.

Dear Transport for London,

I would like to request details about changes made to the Oyster system recently. The information I require is as follows:

1) Details of changes to the Oyster fares listed on the TfL website which took effect from 7th September. A number of the PDF files listing zonal fares are cited as being effective from 7th September. Please list all changes made to these files from the previous versions. For the avoidance of any doubt, I am aware that the adult pages changed on 16th September but that this change was to add a column for Monday to Sunday capping for contactless payments. I do not need details of this change or any other contactless related changes made to the adult fare pages.

2) Changes to the early start to the off-peak cap. Please confirm when the early starts to the off-peak cap at Chorleywood, Rickmansworth, Hatch End and Purley were removed? Please provide an example of any publicity informing passengers of this change.

3) Unusual touching sequences at interchanges. When the National Rail gates were installed at Finsbury Park they were set to allow entry even if the Oyster card was shown as being in the system because the user had forgotten to touch out at the Underground validators. Please provide a list of any other stations where similar settings are in operation? In particular I would like confirmation as to whether Waterloo NR gates allow entry where no touch out was made after using the Waterloo and City line. Please also confirm how these touches appear in journey history reports.

4) Please provide a copy of the user manual for the new mobile readers which have replaced the MOVie readers used by revenue protection and other staff. I understand these new readers are able to record contactless payment card details for later verification.

5) Please provide the current list of Oyster Out-of-station Interchanges. The list should include the allowed time for interchange in each direction and an indication of whether the interchange is permanent or temporary (covering major engineering work). Where an interchange is listed as "Same NLC OSI" please provide descriptions of each different gateline or validators. An example would be Kings Cross St Pancras where I believe the gatelines are described as Circle/Met/H&C, Northern, and Pic/Vic.

Yours faithfully,

Mike Whitaker

Dear Mr Whitaker

Our Ref:         FOI-1190-1415

Thank you for your e-mail received on 21 October 2014 asking for
information about the recent changes made to the Oyster system.

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy.  I can
confirm we hold some of the information you require.

1.   Details of changes to the Oyster fares listed on the TfL website
which took effect from 7th September.  A number of the PDF files listing
zonal fares are cited as being effective from 7th September.  Please list
all changes made to these files from the previous versions. For the
avoidance of any doubt, I am aware that the adult pages changed on 16th
September but that this change was to add a column for Monday to Sunday
capping for contactless payments.  I do not need details of this change or
any other contactless related changes made to the adult fare pages.

The fares PDFs were updated in September to reflect changes to Tube, DLR
and London Overground pay as you go fares:

·         Adult rate off-peak fares between Watford Junction and Euston /
Z1-6 increased by 20p

·         Child rate off-peak fares between Watford Junction and Euston /
Z1-6 increased by 10p

2.   Changes to the early start to the off-peak cap.  Please confirm when
the early starts to the off-peak cap at Chorleywood, Rickmansworth, Hatch
End and Purley were removed? Please provide an example of any publicity
informing passengers of this change.

Changes were made to the start of the off-peak cap as follows:

·         Chorleywood and Rickmansworth from 19 January 2014

·         Purley from 8 September 2014

Hatch End has not had its early start removed; its omission from the list
is an oversight which will be rectified in due course.

We have no record of any publicity for these changes. You may wish to
approach Southern regarding the change at Purley as they run the station
and provide the train service:
[1]http://www.southernrailway.com/p/contact....

3.   Unusual touching sequences at interchanges.  When the National Rail
gates were installed at Finsbury Park they were set to allow entry even if
the Oyster card was shown as being in the system because the user had
forgotten to touch out at the Underground validators.  Please provide a
list of any other stations where similar settings are in operation?  In
particular I would like confirmation as to whether Waterloo NR gates allow
entry where no touch out was made after using the Waterloo and City line.
Please also confirm how these touches appear in journey history reports.

The following gates continue an existing journey if a previous exit has
been omitted:

·         Euston

·         Euston Square

·         Walthamstow Central

·         Canary Wharf (London Underground)

·         Limehouse

·         Shadwell (London Overground)

·         Waterloo (Network Rail)

These touches are shown in the journey history as being at a pink card
reader between the start and end of the journey.

4.   Please provide a copy of the user manual for the new mobile readers
which have replaced the MOVie readers used by revenue protection and other
staff.  I understand these new readers are able to record contactless
payment card details for later verification.

There is currently no user manual provided by the supplier for the new
mobile readers. The Revenue Protection Inspectors were trained by Cubic
Transportation Systems on how to use the new device.

5.   Please provide the current list of Oyster Out-of-station
Interchanges. The list should include the allowed time for interchange in
each direction and an indication of whether the interchange is permanent
or temporary (covering major engineering work).  Where an interchange is
listed as "Same NLC OSI" please provide descriptions of each different
gateline or validators.  An example would be Kings Cross St Pancras where
I believe the gatelines are described as Circle/Met/H&C, Northern, and
Pic/Vic.

Please find attached the current list of Oyster Out-of-station
Interchanges.

If this is not the information you are looking for, or if you are unable
to access it for some reason, please feel free to contact me.

Please see the attached information sheet for details of your right to
appeal.

Yours sincerely
