Dear Isle of Anglesey Council,
I'd like to ask for information surrounding the removal of the skatepark outside Plas Arthur Leisure Centre in Llangefni. There was never a time where this was not being used and I'd also like to know what proposals are in place to replace this facility.
I write to acknowledge receipt of your request, made under access to information legislation, for information held by the Council.
Please be advised that, in accordance with the Freedom of Information Act 2000 and the Environmental Information Regulations 2004, we aim to respond to your request within 20 working days.
Information Compliance Officer
Thank you for your enquiry.
· The Skate-Park at Plas Arthur has been removed on the back of a
RoSPA Inspection Report, which found that the main metal pieces had
suffered excessive corrosion. The risk level was designated
‘unacceptable/immediate’ and the risk score given was 23 (with 21+
indicating an unacceptably high risk).
· Prior to the above, Llangefni Town Council (who helped Leisure
Services run the Park), had commissioned their own safety report. This
drew much the same conclusions: indicating, for example, ‘open rusted
splits in the sheet metal jointing; rust and deterioration creating holes
with potential to cause injury; all front-edge ramp lips lifting.’
· The Leisure Dept and Town Council had previously been liaising
re. an asset transfer of the Skate-Park pieces, to Lon Las Community Park
(following consultation with local users) - on the condition that an
objective safety report deemed them to be sound. To move the larger
pieces whole, according to the RoSPA Inspector, would have needed a crane
and as he had deemed them ‘beyond economical repair,’ the easiest solution
seemed to be to dismantle and discard.
· Due to the current financial climate, the Authority is not in a
position to replace this facility and we have made it clear to partners
that we do not have the resources to run a Skate-Park facility. However,
we will continue to work with Community Groups to try and establish a
similar facility in the town, whether it be on the same site or at another
I hope this provides you with suitable information and many thanks again
for your enquiry.
