Reason and band of honorarium payment
Dear Wirral Metropolitan Borough Council,
In reference to my earlier request can you please provide me with the wage band the honorarium payment is made too and the reason this payment is made too the staff deployed as control room operators.

Thank you for your email.
Section 8 of the Freedom of Information Act states that a valid request
must contain the applicant’s name. The Council has previously written to
you on this matter, and you admitted twice (in emails of 1^st and 6^th
July, both of which can be viewed on WhatDoTheyKnow.com) that ‘Robert
Kenny’ was not your real name, and that you were in fact Paul Overend, a
former Council employee.
Due to confidential information which has been brought to the Council’s
attention, we are of the belief that there remains a reasonable doubt over
your real name.
The Information Commissioner’s Office has [1]published guidance on the
issue of pseudonyms, advising that
17. [if] there is no obvious indication that the requester has not used
their real name, then we don’t suggest that the authority takes steps to
check the requester’s identity.
On this occasion, we feel that there is an obvious indication that you may
not have provided your real name. Any requests for information you have
submitted would at this time therefore be invalid.
The Council has consulted with the ICO on this matter, and both parties
are of the opinion that in this instance it would be reasonable to ask you
to provide proof of your identity before your requests are responded to.
In order to progress your enquiries we would require you to provide copies
of any of the documents below to confirm your identity.
§ Current Passport
§ Birth certificate
§ Unexpired photo card licence (full or provisional)
Photocopies or scanned versions of these documents can be accepted. Please
do not send original documents.

Good afternoon,
May I suggest you follow up this, and any other outstanding requests, with annotations giving your real name.
Otherwise, I imagine the respondent will likely wait the full 20 day limit and then issue another Section 8 (real name) refusal.
