Dear John Brown,

FREEDOM OF INFORMATION (SCOTLAND) ACT 2002 – REQUEST FOR INFORMATION

I refer to your email dated and received 18/03/2020, our ref 31047.

I am pleased to enclose the information you requested and trust that it
meets your requirements.

Request

Q1          Is the real living wage of _9.30 paid?

FC currently pay the Scottish Local Government Living Wage of £9.07,
increasing to £9.34 on 1^st April 2020.

Q2.      Is this also a requirement of contractors on any length of
contract?

An employer's fair work practices can have a direct impact on the quality
of service it delivers and, sometimes, of the goods it supplies and works
performed.

·        Wherever fair work practices may be relevant to the quality of
service or goods or delivery/performance of the contract, it is important
that a bidder's approach to fair work practices is evaluated as part of
the procurement exercise.

·         Fair and equal pay, including Living Wage, is a positive factor
and one of the clearest ways in which a bidder can demonstrate that it
adopts fair work practices.  We cannot solely dictate or evaluate on
payment of the living wage exclusively.  Below is the scope and guidance
to determine the application/consideration of utilising fair work
practices including payment of the living wage in our contracts.  This
should be considered in any goods/service contract in excess of £50,000
and any works contract above £2m.
