FOI, Shropshire Council

Dear Ms Alexander

Thank you for your request for information received on 19/05/2020.  We are
currently processing your request in accordance with the relevant
legislation.

Your request is for information about any 5G Strategy held.

- This is a summary only and full details have been sent to the team
providing the response.

- If you feel the information is inaccurate or requires amendment, please
notify us as soon as possible using the contact details provided below.

Please note:

The Council has been facing unprecedented challenges this year. Firstly,
in response to the flooding in February and now in responding to the
coronavirus (COVID-19) pandemic. During this time, resources may have to
be diverted away from usual compliance or information rights work. The
council acknowledges that it can’t extend statutory timescales of requests
and everyone is doing their best to meet these. However, priority may have
to be given to other areas, eg the safeguarding of vulnerable people,
during this extraordinary period.
The Information Commissioner’s Office has blogged about their approach to
requests during this time: [1]blog

The Information Commissioner’s Office has released a statement about Data
Protection and the Coronavirus here: [2]statement

Dear Alex

Please find below the response in relation to your recent FOI request.

1. Do you have a 5G strategy?

No

1.1 If yes, I request to see the complete strategy, its ambitions and its
objectives in PPTX, Word, PDF or picture format.

1.2 If yes, has the public had the opportunity to read and understand
[SHROPSHIRE Council’s] 5G strategy? Where was this information published?

1.3 I also request a supplementary document that includes the highest
level of detail on all 5G technology that’s planned to be used and current
in use in public spaces within [Council]:

(a) Companies and entities involved and the names of the company/entity
officers.

with for the 5G strategy and existing 5G technology.

(e) I request proof e.g. a certificate from [SHROSPSHIRE Council] that
confirms that UK, EU and International safety standards for workers and
the public have been meet.

Mobile Network Operators (MNO’s) make 5g deployment decisions based upon
commercial opportunities. Shropshire Council has no influence upon these
decisions. The MNO’s have code powers under the Electronic
Telecommunications Code 2017 to install equipment.

There are currently no commercial 5G antennas in public spaces that the
council is currently aware of. It is not the role of the Council to
monitor all 5g deployments. It is recommended that the applicant makes
enquiries directly with the MNO’s.

Shropshire Council is a project partner in a Department of Digital Culture
Media and Sport ‘Rural Connected Communities’ project. The ‘[1]West Mercia
5G project’ will evaluate how 5G technology can be deployed in a rural
area. It will additionally test ‘Assistive Healthcare’ use cases. The
project commenced in April and is still mobilising. There are currently no
approved plans for the 5g network design.

1.4 If no, I request to know when you will be chairing a 5G strategy?

Shropshire Council is continuing to assess all digital infrastructure
project opportunities including other 5g pilots.

The Council will be assessing the requirements for a digital
infrastructure strategy.

2. I request the name/s of the Officer/s in charge of the 5G strategy and
roll out for 5G and Smart Cities; and who their subject area expert or
consultancy is, their CV and qualifications on 5G and Smart Cities.

Chris Taylor manages the Connecting Shropshire Programme and looks into
all opportunities for improved digital connectivity across the Council
area. No consultancy resources are employed by the Council.

3. Are you in talks with any experts, companies or entities about
autonomous vehicles (AV) for public transport and/or private use on Public
Highways?

No

3.1 If yes, I request to see the complete strategy, its ambitions and its
objectives in PPTX, Word, PDF or picture format.

3.2 I also request a supplementary document that includes all levels of
detail on:

(d) What UK, EU and International safety standards does your AV strategy
and rollout comply with?

(e) I request proof e.g. a certificate from [SHROPSHIRE Council] that
confirms that UK, EU and International safety standards for workers and
the public have been meet.

4. Do you have a strategy for smart roads and smart signage on Public
Highways and Public spaces?

The answer for 4 is no we currently do not have that policy and it isn’t
covered in the development of LTP 4

4.1 If yes, I request to see the complete strategy, its ambitions and its
objectives in PPTX, Word, PDF or picture format.

4.2 I also request a supplementary document that includes all levels of
detail on:

(a) Companies and entities involved and the names of the company/entity
officers?

(b) Specification sheets of all technology.

(c) What technology e.g. units and arrays will not be 5G, but can be 5G
enabled e.g. with current software, future software, hardware upgrades or
retrofitting etc (you must be specific on anything here)?

and rollout comply with?

(e) I request proof e.g. a certificate from [SHROPSHIRECouncil] that
confirms that UK, EU and International safety standards for workers and
the public have been meet.

5. Are you planning to rollout or have rolled out LED street lighting?

Yes

5.1 If yes, please answer these questions:

(a) What is the CMS and specification of the software and hardware of the
LED street light system?

The Authority will be seeking to provide a CMS system at the same time as
lighting is converted to LED lanterns the specification of the CMS has not
been confirmed at this stage as the Authority is still examining the
available options.

(b) What type of waveform is the LED? e.g. Square wave?

You have not provided the proof requested certificate and therefore your response is inadequate.
Re the requested certificate.
1) Can you explain why you are obfuscating my request?
2) Please confirm or deny that you have a certificate to provide me with?

In response to the following questions you have answer by referring to a response to question 5.1
you made the following response which is unacceptable:
“The Authority will be seeking to provide a CMS system at the same time as

You are obfuscating answering very pertinent questions as provide below,
it is unacceptable for you to answer in the above manner.

In view of the aforementioned the folloing questions have also been inadequately responded to:

You have NOT answered the following Questions you response merely refers to 5.1 which is inadequately (n) Is there a legal requirement for diffusers to be fitted to LED
