I, Ismail Abdulhai Bhamjee do hereby make a request under Statutory Act and Statutory Instrument issued by the Minister of the Crown that:-

1) Does the European Communities Act 1972 Section 2 (1) and Section 11 (a) (b) of the Human Rights Act 1988 applies to all Officers in the Borough Council.
(a) Planning Department
(b) Housing Department
(c) Licensing Department
(d) Environment Department
Whether I should make Four Request or One Request for all the Departments for the purpose of Saving Costs and Consolidation.

2) Please Provide copies of the Documents in the Court of Appeal
Pryce and London Borough of Southwark and Secretary of State for the Home Department Interverner.

I would like to know the Case Number in the Central London County Court.

3) I would like to know the Costs Paid to the Barristers Mr Donald Broach instructed by the Borough Council as Financial Information is no Longer Exempt Information.

4) The Statutory Instrument 2018 No 221 as from the 1st October 2018, The New Rules have come into force
The "Converted Flats" are their HMO or Selective Licenses and the Space Standards from the 1st October 2018 as Previous Circulars issued by the Secretary of State for Housing and Communities and Local Government have been withdrawn.

5) How many Homeless Persons have been placed outside the Borough and Costs paid.

Dear Southwark Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Southwark Borough Council's handling of my FOI request 'RE: The European Communities Act 1972 Section 2 (1) and The Human Rights Act 1998 Section 11 (a) (b) and "Converted Flats" and Costs Paid to the Barristers'.

The Statutory Instruments are normally issued by the Minister of the Crown or Parliamentary Under Secretary of State for which we don't have the Powers where you may request the Minister who had issued the Statutory Instrument and why He had issued the Statutory Instrument as previous Statutory Instrument had been revoked.

I believe that you are relying on repealed Statutory Instruments or repealed Parliaments Act where you are causing unnecessary burden and Expenses on Persons who are on Low Income or those who are claiming Public Funds.

You may be treating the Persons who are on the Homeless Persons Unit as Prisoners in their Own House without the Freedom where my Interest is Freedom for all regardless of Persons religion or Belief.

If you are refusing to provide the requested information than I have the Right to make an Application for Judicial Review for Disclosure Order before the High Court Judge as there is a Supreme Court Judgment.

The President of the First Tier Tribunal has given the directions that I must file an Appellants Notice and Give the reasons where she will deal with the Application and she may strike out the Application or grant me the Permission when I don't require the Permission.

Dear Sir

Thank you for your email today, I can advise that an email was sent to you on 3 December 2018 requesting that you provide some clarity in regards to question 4 of your request.

We required a response from you within 10 working days of the date the email was sent therefore a response was required no later than 17 December 2018.

As we did not receive a response to our request, arrangements were made to close the case.

Therefore your request to escalate this for an internal review cannot be processed as your request was closed. Should you still wish for us to process your request we will require you to clarify what you are requesting for Item 4 of your request as it is not clear what information you are specifically requesting.

Upon receipt of this clarification from you, we will log a new request and respond to each item noted or if it is your preference we could also respond to the remaining items stated on your request. However we would still need to log this as a new request.

I am writing to request an internal review of Southwark Borough Council's handling of my FOI request 'RE: The European Communities Act 1972 Section 2 (1) and The Human Rights Act 1998 Section 11 (a) (b) and "Converted Flats" and Costs Paid to the Barristers'.

1) There are decisions made under Section 7 (5) (b) of the HRA 1998 Where the Time can be extended even after the expiry date of one Year.

2) The Statutory Instrument 2014 No 2095, This does not have a Time Frame and Offence has been committed by you

3) There is a Right also going to the High Court under the SCA 1981 as amended

4) There is a Right to make an Application to the County Court under the County Courts Act 1984 as amended.

5) There is the High Court and County Court Jurisdiction Order 1991 as amended, Since you are holding the Information and Documents where I am not aware of the Value of the Costs than where I should make the Application the County Court or the High Court.

Dear Ismail Abdulhai Bhamjee,

As per my previous email sent on 1 Feb 2019, we are unable to conduct an Internal Review as no response was provided to you. A response was not provided because you did not provide clarification as to what information you required for question 4, and so the case was closed. In my email on 3 Dec 2018 it stated that if no clarification is provided within 10 working days the case will be closed.

Should you still wish for us to process your request we will require you to clarify what you are requesting for question 4, or if you are unable to do this we could respond to the remaining questions in your request.
