Dear The Local Government and Social Care Ombudsman,

I, Ismail Abdulhai Bhamjee do hereby make a request under any Statutory Act and Statutory Instrument that:-

1) Do you take into Consideration of the Statutory Instrument 2013 No 1894 which had come into force From April 2014 when dealing with any Complaints against the Enforcement Agents and Local Authorities.

2) What is the Local Government Ombudsman Policy for persons of Old Age 65 Years or Over and they have Children under the Age of 16 Years.

3) Any Person has a Right to make an Application for Judicial Review against the decisions which are made by persons on behalf of the Ombudsman.

4) Does the Local Government Ombudsman considers the Civil Procedure Rules Order 34-13 for a Letter of Request to an Overseas Country in their decisions.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of The Local Government and Social Care Ombudsman's handling of my FOI request 'RE:- Statutory Instrument 2013 No 1894 and Persons of 65 Years or over and Children under the Age of 16.'.

1. The Statutory Instrument 2013 No 1894- This does have the Interpretation of Old Age, 65 Years or Over.
There are Enforcement Agents and Debt Collectors-
A) Vehicle Clamping- Penalty Charge Notice-
B) Council Tax Liability Orders
C) Housing Benefit-
There is a Statutory Instrument issued in the year 2008 for Extended Payment from One Borough moving to Another Borough Council
The Local Government Act 1972 Borough Council does have Boundaries.
The Parking (Code of Practice) Act 2019 Section 5

2) You have not answered about the Foreign Limitations Periods Act 1984-
The Constitution of each and Every Republic Country has different Constitution when they had been given independence from the United Kingdom.

3) There is a decision made in the Supreme Court of the United Kingdom on the 20th March 2019

This Judgment has been published in the Public Domain and also in the Law Society Gazette News which means that any Solicitor who is a Member of the Law Society does have reasonable Access to the Judgment.
There is no Policy with the Local Government Ombudsman to have a Fresh Action when the decisions by the Investigation Officer has been made are obtained by Fraud or Mistake.

4) Planning Decisions:- There is Section 73A of the Town and Country Planning Act 1990 (As amended by the Planning and Compensation Act 1991. The Statutory Instrument 1995 No 297 and The Town and Country Planning (General Permitted Development) Order 2015 No 596.

5) There is a Statutory Instrument 2014 no
A Person can make a Request to the Local Authority-
When they have refused to Provide the Information than an Offence has been committed- The Local Government Ombudsman Policy is wrong as Normally a Person is told to go to the Information Commissioner, He or She is not told that He/She has a Right to go the Ombudsman or make an Application to the High Court or the County Court.

There is a Duty of Candour and Duty to Assist the Courts and Tribunal.

6) The Civil Procedure Rules Part 54-17- It is open for any Person who is interested to make an Application Claim For Judicial Review in the High Court of Justice.

7) There is Section 11 and 119 of the Courts and Legal Services Act 1990, where this has been concealed by many barristers and Solicitors and Officers in the Local Authorities between the 1st January 1991 and the Present Time.

8) There is the Litigants in Persons Act 1975, and They are allowed to claim Costs for the Work which they have done. There is no Policy from the Local Government Ombudsman.

9) The Family Law Act 1986- They are Parts under that Act:-

Part 3. Section 55 (1) (d) and 59 (1) (2), 60 and Repeal Schedule has not been taken into consideration, when the Recognition of Foreign Divorces and Legal Separations Act 1971 was repealed. The Consent of the DPP is required and When there is no Consent from the DPP the Proceedings becomes null and Void.
