We, Ismail Abdulhai Bhamjee and Mrs Saherabanu Ismail Bhamjee of 196 Tiptree Crescent, Ilford, Essex IG5 0ST, do hereby make a complaint and request that:-

1. Can you provide a List of Persons who are have been provided place to Live under the Homeless Persons unit, since there is a Legal Right to defend under Article 8, 10, 14 of the Convention Treaties during the last 15 years.

2. You do have the Decision given in the European Court of Human Rights in Strasbourg
Case of Magyar Helsinki Bizottsag Versus Hungary Application Number 18030/11 Judgment given in Strasbourg on the 8th November 2016.
There is a breach of Article 10 of the Convention Treaties.

3. There are many persons who are Self-Employed Persons who does incur Losses, whilst the Income Tax Act does allow Loss to be carried forward, whilst Losses are not being carried forward in Housing and Council Tax Regulation.

4. Are Officers in the London Borough of Newham Council immune for the Offence of Official Misconduct in Public Office at Common Law, whilst a report had been made to the Police whilst there has been a cover up?

5. Do You have a Copy of the Constitutional Reform Act 2005 and Repeal Schedule,
Why does your Legal Representatives and Other Officers in the Local Authority rely on the Repeal Parliament Acts and Statutory Instruments that have been repealed by the Minister or Former Ministers in the Secretary of State for Communities and Local Government.

Dear Department for Communities and Local Government,

I am writing to request an internal review of Department for Communities and Local Government's handling of my FOI request 'RE:- Self-Employed Persons who incurs Loss Housing Benefit Claims and Case of Magyar Helenski Bizottsag V Germany 8th November 2016 Breach of Article 10 of the Convention Treaties'.

We believe that your Office does have the knowledge of the Republic of Zambia (As amended by the Act no 14 of 2002) (ii) in relation to Civil Matters, as nearly as may be in accordance with the Law and Practice for the time being observed in the Court of Appeal in England.
Except that the Civil Court Practice 1999 (The Green Book) of England or any other Civil Court Practice rules issued after 1999 in England shall not apply to Zambia except in Matrimonial Causes.
There has been non- Disclosure by your Department for a considerable number of years as I have stated previously that British Citizens have no Mandate to vote in any type of Elections in the Republic of Zambia.

The Local Government Ombudsman Commissioner, The Parliamentary Ombudsman Commissioner does not have the Jurisdiction Power to carry out the Investigations and Commencement of Criminal Proceedings.
Any Minister of the Crown He/She does have the Power to lay an Information under Section 29 or 30 of the Criminal Justice Act 2003.

I am not seeking Legal Advice from any Minister of the Crown, whilst it is not for the Minister of the Crown to misapply any Parliament Act which does cause injustice and miscarriage of Justice
When there is a Miscarriage of Justice in Criminal Proceedings, than the Home Secretary is responsible to pay damages in a Criminal Cause or Matter.

In Civil Proceedings, Any Minister of the Crown has not issued a Statutory Instrument or Circular that the Minister of the Crown shall pay damages to a Person who has faced Miscarriage of Justice by relying on the Repealed Statutory Act or Statutory Instrument issued by the Minister of the Crown-

The London Borough of Newham Council, The London Borough of Redbridge Council, The London Borough of Hackney Council and the London Borough of Waltham Forest Council, they don't provide the right to make a complaint to the Ombudsman since there are Two Ombudsman, The Local Government Ombudsman and the Housing Ombudsman.

I therefore request that the Secretary of State for Communities and Local Government should give directions to the London Borough of Newham Council, that they should release the names of all the Officers in any Department, with a copy of the List of names of Persons/Officers to be sent to the High Court Judge and the Crown Court Judge in Leeds.

Your Office through your Solicitors and Barristers does have the Claim Form number CO/163/2000 issued in the High Court of Justice, on the Claim Form, I did mention also the Words "Section 2 (1) of the European Communities Act 1972). If you can't find the claim form, than Please kindly provide me with your Fax number that I can send the Claim Form by Fax, or in the Alternative you can make an appointment that I can bring the File to your Office where you can collect the Copies.

I had lost my Daughter Sumiya Ismail Bhamjee in the year 1988, Since no directions had been given under Section 5 of the Family Law Act 1986 by your Office.

My Other Son had committed Suicide in Leicester as He had no where to make his complaints because your Office have remained silent of the House of Lords decision in Newbury District Council Versus the Secretary of State for the Environment. Whilst it is also your duty under Section 1 of the Legislative Reform Act 2006 to reduce burden, but have increased burden on me and many other Citizens.

We have made a request under the Data Protection Act 1998 to the London Borough of Newham Council, as they have refused to disclose the requested information, as this is an attempt to obstruct and Interfere with the administration of Justice, when a Notice to Quit had been issued in the year 2012/2013,
The Tenancy did expire at the time, and No New Tenancy Agreement had been created after that date.
