Dear Department for Transport,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Transport's handling of my FOI request 'RE:- Payments Costs to Barrister Mr Robert Palmer [2017] EWHC 2725 (Admin) Roadpeace and SST and Motor Insurance Bureau'.

1. The First Point is that: You do have the Financial Services (Banking Reform) Act 2013 Chapter 33 and the Statutory Instruments issued under that Act as Financial Information is no Longer Exempt Information whether Civil Proceedings or for the purpose of Investigation of Criminal Proceedings.
You should have disclosed the amount paid to the Barristers.

2. The Secretary of State for Transport when making the Agreement with the Motor Insurance Bureau as with regards to Unknown Driver, The Lay Representative (Rights of Audience) Order 1992 signed by than Lord Chancellor on the 5th August 1992 which had been revoked and continued under 1999 No 1225 dated the 27th April 1999 by than Lord Chancellor Lord Irvine of Lairg C.
The Present Secretary of State for Transport He was the Former Lord Chancellor in the Ministry of Justice

3. My Request as with regards to the General Permitted Development Order 2015 No 596

Part 4. Temporary Building and Uses
Permitted Development
A. The provision on land of Buildings, moveable structures, works, Plant or Machinery required temporarily in connection with and for the duration of operation being or to be carried out, in under or over that land or land adjoining that land.

Class P STORAGE or Distribution Centre to Dwelling Houses
Permitted Development
P. Development consisting of a change of Use of a Building and any Land within its curtilage from a use falling within Class B8 (Storage or Distribution Centre) of the Schedule to the Use Classes Order to a use falling within Class C3 (dwellinghouses) of that schedule.

You have that Statutory Instrument number 2015 No 596, as the answer was required.

4. From my previous complaint made to the Secretary of State for Transport as with regards to the Motor Vehicle parked near the Dwelling, This had been resolved at the time but there has been continued direct or Indirect Discrimination by the Servants and Agents who are acting on behalf of the Secretary of State for Transport.

5. What is the time Limit under the Proceeds of Crime Act 2002: I am not seeking any Legal Advice from any person, since I want to avoid unnecessary arguments and costs, where Costs for Litigants in Person is very less than what you had paid to the Barristers in the above Legal Proceedings-
When a Person is involved in a Motor Vehicle Accident even when it is not his or her Fault, the Insurance Premium is being increased when the Driver at fault has been found Guilty before the Magistrates Court and fined.

6. The Human Rights Act 1998, Section 7 (5) (a) (b), 8, 9, 11 (a) (b) does also apply as the Courts does have the Power to extend the time even after the time limit has expired.
