Dear Newham Borough Council,

I refer to your response.

1) The Parliaments Acts and Statutory Instruments are admissible as Evidence without further proof before a court of law or Tribunal.

2) The Transcript of the Judgment in the High Court of Justice where the Reference Number has been provided, as now a days there is Internet where before there was no internet.

The Data Protection Act 1998 does apply to the Judgment.

The Claim Number CO/163/2000
The Claim Number CO/2429/2001
The Claim Number CO/1789/2002
The Claim Number HQ 02 X 01156

This does apply as the London Borough of Newham Council were parties to the Proceedings

The European Communities Act 1972 Section 2 (1) does apply and Section 11 (a) (B) OF THE Human Rights Act 1998 does apply
and Failing to obey the Parliament Act is Contempt of the Parliaments Acts and also the Order made on the 25th October 2000 before Mr Justice Scot Baker.
Mr David Elvin QC He was not sitting as a Deputy High Court Judge but was acting as a Barrister.

Do you have the Saif's Case in the House of Lords 1978
I was given leave by the Master but the Order was not drawn and Sealed.

Dear Newham Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Newham Borough Council's handling of my FOI request 'RE:- Niall Carroll Claimant and (1) SSHCLG & others'.

I have stated many times but there is a word that Ignorance of Law is no defence whilst you are causing Entrapment by remaining silent.

You are aware of the Bhamjee versus David Forsdick and Others
and Bhamjee versus the First Secretary of State in the Court of Appeal where I will be applying to have the case Re-open and Make you as a Party in the Proceedings since two of the Barristers had been instructed by The Newham Borough Council.

The Master of the Court of Appeal had given directions that I could issue the Appellants Notice and lodge them in the Court of Appeal.

You had instructed a Barrister in another Case who had appeared before than Mrs Justice Dobbs where you have the Orders and the Counsels Submission they are no Longer Privilege Documents.

There is the Statutory Instrument 2014 No 2095 where the Regulations 8 and 14 does apply.

There is a Legal Right to make an Application to the Court for a Disclosure Order, but you do mislead and Cheat to the Court.

Time has come that you should not mislead and cheat the Court even if the Master in the Queens Bench Division who had given me leave of the Court by quoting the Saif AlI case which you are aware of.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/r...
