I, Ismail Abdulhai Bhamjee of 196 Tiptree Crescent, Ilford, Essex IG5 0ST, do hereby make a request subject to Freedom of Information Act 2000 and also under the Civil Procedure Rules Part 31.

1. You should provide me with copies of all the documents, Pleadings and Court Orders with the details of the amount that has been paid to the Barrister Joseph Barrett (Instructed by London Borough of Waltham Forest Legal Services)

2. You are aware of Section 63 (1) of the Freedom of Information Act 2000 since Court documents are not Exempt Court Records as mentioned under Section 32 of the Freedom of Information Act 2000.

3. You are aware of Section 78 of the Freedom of Information Act 2000, as it is for the Public Authority

4. I request that you should disclose the Numbers of Motor Vehicles which have been clamped on behalf of the London Borough of Waltham Forest Council for non-payment of Traffic Contravention Debt during the Last two years.

5. The Judgment given in the TCC on the 6th April 2016 before The Hon Mr Justice Coulson

The Transcript of the Judgment does contain 10 Pages, whilst it doesn't mention of Traffic Contravention Debts Penalty Charge Notices.

1. I had requested for copies of the Court Documents, Court Orders, even if you had not paid the Costs for the Barrister, you should have provided me with the copies, and inform me of the Charges.

2. You are aware of Section 2 of the Local Government, Planning and Land Act 1980. Duty to furnish and Publish Information.
This does cause some Injustice.

3. You are aware that there is a Legal Right to make a Request outside the Freedom of Information Act 2000, Whilst there is a Duty of Candour.
When there are Legal Proceedings before a Court of Law, than a Person can make a request to Persons who are not Parties to the Proceedings.
The CPR 31-16, The CPR 31-17 and CPR 31-18.

4. Planning Documents are no Longer Private Documents, as there are Public Documents, Whilst you do have reasonable access to the House of Lords Judgment in Newbury District Council Versus The Secretary of State for the Environment.
You had caused unnecessary Burden and Expenses to the Late Mr Kaira. From Residential Use to Office Use.
Since you do have the documents in the Court of Appeal.

I, Ismail Abdulhai Bhamjee request your attention that:-

1. Section 32 of the Freedom of Information Act 2000- with Section 63 (1) (a) and 78 of the Freedom of Information Act 2000 is part of the Freedom of Information Act 2000. Since the High Court Judge had made an Order, The Transcript of the Judgment is in the Public Domain. The Amount paid to the Barristers has not been mentioned, whilst Financial Information is no Longer Exempt Information, as the Minister had issued a Statutory Instrument that Local Authorities should publish the amount they spend more than £500-00.

2. There is the Public Records Office Act 1958, There is a Legal Right to make a request under this Act as well.

3. There is the Local Government and Planning Act 1980 with the Statutory Instrument issued under that Act, where the Local Authorities should publish the Information and provide the Information.

4. There is a Legal Right to make an Application for Disclosure Order in Judicial Review Proceedings, and also under the Civil Procedure Rules Part 31.

5. It does appear that there is Direct or Indirect Discrimination and breach of Section 149 of the Equality Act 2010.

I, Ismail Abdulhai Bhamjee request your attention and consideration that my request made did also include the decision in the House of Lords of Newbury District Council Versus The Secretary of State for the Environment where this information is no longer exempt information as it is more than 20 Years.

Since there is a breach of Article 10 of the Convention Treaties, whilst there is a Judgment given in the European Court of Human Rights in Strasbourg in November 2016 versus Hungary.
