Dear Legal Services Board,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Legal Services Board's handling of my FOI request 'RE: Katherine Jane Lumsdon V Legal Services Board : Court Order and Costs Paid To Barristers'.

1. I believe that Section 63 to 78 of the Freedom of Information Act 2000 does apply and Court Records are no Longer Exempt information.

2. The Transcript of the Judgment does mention the decision given in the House of Lords of Saif Ali Case which was decided in 1978.

This has been concealed by the Officer when he has an overriding duty under Section 188 of the Legal Services Act 2007 which replaces the Courts and Legal Services Act 1990.

3) "ENTRAPMENT" is a criminal Offence also
http://www.bailii.org/ew/cases/EWCA/Crim...

and House of Lords Judgment Looseley R v. [2001] UKHL 53 (25th October 2001)

4) You had appeared in the Court of Appeal and the Supreme Court of the United Kingdom.
Please provide the date, month and year when you had filed the defence in the Supreme Court of the United Kingdom.
The Supreme Court of the United Kingdom have informed me to contact the Parties.

5) I understand that the Bar Standards Board who represent the Bar Council they do have the Transcript of the Judgment, and they did have the Letter signed by the Administrative Court Office Lawyer that I was not restricted from taking any Criminal Proceedings.

I was not making any Application to vary the Orders made before any Court of Law or Tribunal, but they had to take the Barristers before the Inns Court for Disciplinary Hearing.

6) The Legal Services Board does not provide a relief against Opposite side of the Barristers, whilst there is the House of Lords judgment that Costs Order can be made against Non-Parties and Legal Representatives.
You must have the Aiden Shipping Co Ltd Versus Interbulk Ltd (the Vimeira) House of Lords 1986 Judgment.

7) You have allowed and Permitted the Bar Mutual Indemnity Fund Ltd to provide funding to the Solicitors of their Choice, instead of the Barristers Own Choice who were misleading the Court, and refuse to take up complaints as a Matter of Cover Up.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/r...

Dear ContactUs,

I refer to your response as you should treat this as a letter of complaint whilst your Office is the Successor the Ombudsman Commissioner which was under the Courts and Legal Services Act 1990, they used to take complaints against the Barristers and the Solicitors.

From the Transcripts of the Judgments:-
The High Court Judgment does mention the decision of Saif Ali case, and this has not been mentioned in the Court of Appeal and the Supreme Court of the United Kingdom.

There was a hearing very recently in the Supreme Court of the United Kingdom about the Zambian Case- It was a Civil Case and not Criminal Case.

I have been told that I can file an Appeal in the Court of Appeal as Second Appeal under Section 55 of the Access to Justice Act 1999 where previously they used to quote Section 54 of the Access to Justice Act 1999.

Whilst there is no remedy for barristers instructed by the Other Side, I was taking proceedings against them for a Cost's Order or Wasted Costs Order under Section 51 of the SCA 1981 after a Statutory Demand Notice had been issued and Claim Number HC 02 CO 2183.

When I issue the Appellant Notice, I have the Legal Right to make an Application to have you joined as a Party to the Proceedings, and also for a Letter of request to the Foreign State.

I had my education and grown up there as I was very happy when My Grand Father was alive, but only to become a Prisoner in my Own House as the Barristers they lie and cheat to the Courts and benefit from the Proceeds of Unlawful Conduct, whilst I am not restricted from taking any Criminal Proceedings.
The Information requested from you is no longer Legal Privilege with the Intention of furthering a Criminal Purpose.

There is the Judgment in the House of Lords of Entrapment,
Where the Civil Restraint Orders made in England are Illegal Orders, and you have permitted and allowed the Barristers to continue and harass the People who are on Low Income.

When I issue the appellant's Notice, I shall name your company, and Serve on the Attorney General of the Republic of Zambia.
Treason Charges and Entrapment there is no Time Limit

You have the Freedom and Liberty to Contact Mr James Taylor of Barlow Lyde and Gilbert (a firm) now merged as Clyde and Co.
As he didn't attend the Court of Appeal to be cross examined as Schedule 7 of the SCA 1981 does have many acts which have been repealed. What Mr Justice Ew Bank had stated to one of the Barrister was not revealed to the Court of Appeal.

The CPR 3-11 should never been enacted and should be abolished.

Yours sincerely,

Ismail Abdulhai Bhamjee

Ismail Abdulhai Bhamjee

Dear Legal Services Board,

I have contacted the Legal Aid Department and the Solicitors in London

They get the Information and details and they can't do the work.

Any Person does have the Right to carry out a Citizens Arrest when an Offence has been committed and Right to take Private Criminal Prosecution where the Officers in the Magistrates Court does not issue the papers before a Judge for a hearing date and transfer to the Crown Court.

I have therefore requested the Attorney General of Zambia as He has the Power to issue application for the Offence of treason and Entrapment against any British or American Citizen whilst I am not involved in Terrorism and they quoted a Case Law of Algerian case, What I meant was that once a Minister signs a Statutory Instrument, than the Planning Inspectorate Office has no Jurisdiction Power to repeal or vary the statutory Instrument.

GO THERE, GO THERE IS FOOLING SOMEONE AND HARASSMENT.

The Police have been told but will not carry out the investigations and report to the DPP who makes a Decision. The Documents you have are no longer legal privilege with the intention of FURTHERING A CRIMINAL PURPOSE OF ENTRAPMENT

I was given leave of the Court, I was told by the High Court Judge to contact the law Officers, but they are refusing. Lord Justice Brooke who had died, the report which he made to the Lord Chief Justice is available and this Needs time to read as evidence had been taken before the Judges. It is not the Judges who makes the Law, it is the Parliament, the days are gone. Can you read Section 49 (2) (b) (3) and Schedule 7 of the Senior Courts Act 1981.

I will be lodging the application by this week, and Once the reference number is given, than it will be contempt of Court under the Strict Rules of Evidence. Duty of the Parties to assist the Court.

My Mobile Number is 07492860332 Ismail Abdulhai Bhamjee

My Wife's Number is 07492860332 Sahera Ismail Bhamjee

Yours faithfully,

Ismail Abdulhai Bhamjee
