We, Ismail Abdulhai Bhamjee and Mrs Sahera Ismail Bhamjee do hereby make a complaint and request that:-
1. You do have the Equality Bench Book published on Line which is more than 400 pages, which does mention of Section 11 of the Courts and Legal Services Act 1990 and Statutory Instrument 1999 No 1225 Lay Representative Small Claims.
2. We had submitted before the Benson Report on the Courts and Legal Services Act 1990 which had included the Photograph of the Late Prime Minister Harold Wilson.
3. You are a public authority where the Human Rights Act 1998 does apply, since there are decisions given in the Supreme Court of the United Kingdom under Section 7 (5) (b) of the HRA 1998, where an extension of time can be given.
4. When a crime has been reported against Officers in the Local Authority, the Police Officers does not record the Crime, as they say it is a Civil Matter, when will you give them directions that they should record the crime as Perjury- Subornation of Perjury under the Perjury Act 1911 can be committed in any type of Legal Proceedings.
5. Electronic Communications is admissible in any Legal Proceedings, and the refusal and blocking of Emails without an Order of the Court is unlawful which is an Offence under the Criminal Attempt Act 1981, as when documents are delivered personally at the Office, they will normally say that they did not receive the documents.
6. The Judicial Appointments and Conduct Ombudsman does not have the Jurisdiction Power to carry out investigations and commencement of Criminal Proceedings under the Constitutional Reform Act 2005 against Court Officers and Judges. It is for the Police and the DPP Crown Prosecution Services.
7. Since the Equality Treatment Bench Book has been published on line which is sufficient Evidence and Proof that you can carry out the investigations against the Bar Standards Board, and the Insurance Company for the Barristers in England and Wales.

You do have the decision given in the Court of Appeal of Gleeson Developments Ltd Versus The Secretary of State for Communities and Local Government and the Planning Inspectorate and Wiltshire Council, which is also in the Public Domain and the Metropolitan Police does refuse to record the crime when Crime has been reported, Under the Civil Law there are time Limits, but under the Criminal Law Statutes there is no time limit.

Having reviewed your email it is unclear what assistance you require from
the IOPC.
The IOPC oversee the police complaints system in England and Wales and set
standards by which the police should handle complaints. We also consider
certain appeals from people who are not satisfied with the way the police
force has dealt with their complaint. In some circumstances, such as
serious injury or death following police contact, we can conduct an
independent investigation.
If you wish to make your complaint the quickest way to start the process
is to contact the police directly for it to resolve your complaint. You
can also make a complaint online by clicking on the following link to our

Alternatively, you can fill in the complaint form I have attached to this
email, which can be sent back to us once completed.
When you submit a complaint, you should expect to receive a response from
the police’s Professional Standards Department (PSD) within 15 working
days. If you do not receive a response within 15 working days you may wish
to contact the police via the non-emergency 101 number.
How your complaint will be resolved will depend on the nature and
seriousness of your complaint and the likely outcome. You will be advised
how your complaint will be investigated and what co-operation is required
from you.
Once a complaint has been recorded and an investigation is underway you
should be updated at least every 28 days – unless otherwise agreed. If you
have any queries about an ongoing investigation or the resolution of your
complaint you need to contact the police’s professional standards
department to make enquiries. We do not have access to police complaint
case information.
If your complaint is not recorded or you are not satisfied with the way
the police have dealt with your complaint, you may be able to appeal. You
will be advised of your appeal rights at the relevant point of your
complaint. This is explained further in the enclosed leaflet.
You may wish to consider sending correspondence by recorded post in order
to satisfy yourself that it has been delivered successfully.

Since the Legislation and rules have been changed that the IPCC can now carry out the Investigations.

Having reviewed your email it is still unclear what assistance you require
from the IOPC.
In reference to your email, you state that the ‘IPCC can now carry out
investigations’. Please be advised that our ability to carry out
investigations has not changed since becoming the IOPC in January this
year. The IOPC cannot become involved in a complaint unless it meets our
mandatory referable criteria (or it is voluntarily referred to us by the
force) as set out in Schedule 3 (para 4) of the Police Reform Act 2002.
