Department for Work and Pensions did not have the information requested.

Dear Department for Work and Pensions,

I have supplementary questions in relation to your response to my request
'Guidance on Indicative Universal Credit amount (managed migration claimants)'.

I understand that as these questions did not form part of my original request I need to send in a new one, rather than request a review.

I would like further clarification of my question on calculation of the Indicative amount, following my reading of the document you provided:
Requesting information for the transitional protection calculation for Move to Universal Credit v2.03.pdf.

At 5.1 the document says:
"5.1: Take the following action:
Review the Transitional Protection amount, the legacy benefit and the notional
Universal Credit awards displayed on screen for any anomalies. "
Can you provide any guidance or training material - for those undertaking this exercise - on manually checking the results?

At 1.5 it states:
"1.5: Is the claimant a carer?
This can be found by checking the ‘Agent Notes’ section of the completed ‘Notify
existing benefits’ to-do.
If the claimant is not in receipt of DWP benefits, there will not be a ‘Notify existing
benefits’ to-do. In these cases, answer ‘No’ when asked ‘Is the claimant a carer?’. "
This would surely result in those not in receipt of Carers Allowance not being recorded as getting a Carer Element - when receipt of this benefit is not a prerequisite. This could mean that the Indicative amount is too low, and so when the system later picks up that a CE is included, could record it as being a change in circumstances which would reduce the Transitional Protection.
Please could you provide any clarifying guidance to staff.

Please could you clarify - when you said you did not hold the information on staff guidance / training materials for DWP staff to manually check whether the computer generated calculation for Transitional Protection is correct, does this mean that there is actually no guidance or training material for this?
