Re Case open with the NEW CMS

The request was successful.

Dear Child Support Agency,

Can you kindly clarify the policy and procedure in regards to a case being open with the new cms.
1. If a Parent with care opens a case under new CMS and therefore does not respond to any letters or phone calls from CMS, (are they deemed non compliant)
2.If the Parent with care does not engage with CMS, Thus a calculation has not been completed does this put the Non Resident parent into arrears
3.Why does the CMS not charge the parent with Care whom refuse to engage with the new CMS £75 for every letter sent
4. What action can be taken against the Parent with care if they refuse to answer to any letters or phone calls sent from CMS.
5. I would also assume that due to CMS Failures that arrears would accrue this would then be maladministration
6. Can you kindly furnish me with the policy and procedure in regards to a Parent with Care Refusing to engage with CMS
