The MI attached by us as lead Contracting body relate to the DPS and not
any subsequent performance relating to call off contracts undertaken under
the DPS. The setting of these would be the responsibility of the
contracting authority undertaking the call off.  Therefore, the management
information requested relates to contracts successfully won in the month
and performance.

The DPS started on 29^th January 2019 with an initial term to 28^th
January 2023. There were two extension options included which when used
would take the final end date to 28^th January 2025.

 

Unfortunately, having reviewed the data we hold on file, we are unable to
provide a breakdown in relation to actual spend on this contract/framework
(and any sub lots), from the start of the contract to the current date.
Across the lifespan of the DPS it has had 3 owners, EMSCU, Mint and now
Northants OPFCC. Currently in reviewing the management returns we have on
file not every file indicates which spend is against which lot (or say the
spend it across 1, 2 and 3). Therefore, it has not been possible to
extract this information from our system.

 

• Could you please provide a copy of the service/product specification
given to all bidders for when this contract was last advertised?

 

LOT 1 (BODY WORN VIDEO (BWV) DEVICES): 

 

Provision of Body Worn Video (BWV) Devices including associated
accessories and equipment, (kiosk, docking station, harness etc.)  With
the provision for warranty and extended warranty cover. In the event a DPS
Participant requiring anything further in terms of additional services it
should look to procure a wider ‘solution’ under Lot 3 of the DPS. 

 

LOT 2 (DIGITAL EVIDENCE AND ASSET MANAGEMENT SOFTWARE SOLUTION (DEAMS): 

 

The provision of a Digital Evidence and Asset Management Software
solution. The Software solution can be delivered via a cloud, on premise
or a combination of both (cloud and on premise) delivery model. The
software solution can where required include ongoing support, management
and maintenance. Software provided should be compatible with any BWV
device as per Home Office guidelines / requirements on the matter and any
support provided must meet the minimum Service Levels stated within the
Service & Additional Requirements making up the high level Specification
herein. Software provided under this DPS is expected to be ‘off the shelf’
and not bespoke and therefore not require any acceptance testing
procedures and alike. 

 

LOT 3 INTEGRATED BWV DEVICES AND DEAMS SOLUTION: 

 

Provision of an integrated Body Worn Video (BWV) Solution according to a
specific set of requirements arrived at by a DPS Participant. The initial
basis of any ‘solution’ shall be the detailed set of requirements forming
part of Lot 1 and 2 but these maybe modified, amended and added to by any
DPS User as part of any particular Mini Competition.  

 

The MOSCOW documents are attached as part of the SSQ.

 

 

• Is there an extension clause in the framework(s)/contract(s) and, if so,
the duration of the extension?

All extensions have been utilised and this DPS will conclude on 28th
January 2025

 

• Has a decision been made yet on whether the framework(s)/contract(s) are
being either extended or renewed?

We will not be going to market for a replacement for this DPS.

 

• Who is the senior officer (outside of procurement) responsible for this
contract?
