We, Ismail Abdulhai Bhamjee and Mrs Sahera Bhamjee do hereby make a request that:-

1) There is a Statutory Instrument 2017 No 1323 which had come into force from the 26th January 2018. Since the Rates shall be from the 1st April. When will you make the amendments on the Statutory Instrument 1997 No 1984, Since this is in the Public Interests.

2) There is a Judgment given in the High Court of Justice Queens Bench Division Administrative Court on the 21st December 2017

Section 63 (1) (a) and 78 of the Freedom of Information Act 2000 does apply where we request that we should be given copies of the Court Order.
The amount of Costs paid the Barristers instructed on behalf of the DWP
and the Costs paid to the Claimants Barristers and the Interveners

3. You do have the Equality Bench Book published by the Chairman of the Judicial Appointments Commission, which does mention of Section 11 of the Courts and Legal Services Act 1990 with Statutory Instrument 1999 No 1125 Lay Representatives Small Claims and Section 119 of the Equality Act 2010.
Since Litigants in Persons are being denied costs before the First Tier Tribunal and the Upper Tribunal under the Tribunal Procedure Rules 2008, whilst Section 29 of the Tribunals Courts and Enforcement Act 2007 does allow for costs to be made against legal Representatives.

4. What Actions does The Secretary of State takes when the Local Authority Legal Representative fails when a company fails to take the statutory Instrument into consideration when an Appeal is made, whilst Schedule 1 of the Interpretation Act 1978 does apply.

5. There are no special Forms for Appeals and Claims under the Human Rights Act 1998 before the Tribunal and the Upper Tribunal. When will you issue them?

I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'RE:- 1) Statutory Instrument 2017 No 1323 2) Costs Paid to the Barristers James Eaide QC and Joane Clement and the Claimant Judicial Review 21-12-2017'.

1. The First Point is that: Under the Human Rights Act 1998, It is open for any Person to rely on the Convention Treaties in any part of the United Kingdom. There is a Legal Right to have a Minister of the Crown added as a Party to the Proceedings under the Civil Procedure Rules 19-4A. Under the Human Rights Act 1998 the Minister does have the Power to Intervene, as When a Claim is made under the Human Rights Act 1998, than the Local Authority Officials are precluded and the Proceedings are against the Minister of the Crown for breaches of the Convention Treaties.

2. You are aware that the Supreme Court of the United Kingdom has given Permission to Appeal in the case of Samuel Versus Birmingham City Council against the Court of Appeal Judgment.

3. The Court of Appeal has recently given Permission to Appeal to the Supreme Court of the United Kingdom as children under two years are being unlawfully Discriminated. The same does apply to children who have attained 18 or 19 Years of Age when the Child does not go to the University because of the Student Loan Interest Charges, this does not mean that the Father and Mother should be punished.

4. Section 3 (7) (b) of the Constitutional Reform Act 2005, this has not been mentioned in the Housing Benefit Appeal Procedures, Since the Rules for the Housing Benefit and Pension Credit are made by the Department for work and Pensions.

5. There are Supreme Court Judgments of Cox Versus the Ministry of Justice where the Appeal was Dismissed, that Judgment does apply to any other Minister of the Crown, The Department for Work and Pensions, The Secretary of State for Transport D V L A, whilst the Department for Work and Pensions have failed to obey the Family Law Act 1986 Part 3, and Court Order dated the 12th July 1988 before Her Hon Miss C. A. Calvert QC. Please kindly provide me the name of the Officer, and the name of the Person who is going to conduct the Review.

6. The Local Government Ombudsman does not have the Jurisdiction Power to deal with Criminal Proceedings and has not been given the Powers to Intervene in the Proceedings, as They will normally say you have the Right to Appeal to the Tribunal you must go and appeal to the Tribunal.

7. When a report is made to the Police against Officers in the Local Authority, they do not record the crime and report to the DPP for the Crown Prosecution Services which does cause injustice to many other Citizens.

We, Ismail Abdulhai Bhamjee and Mrs Sahera Ismail Bhamjee do request your attention and consideration that:-

1. You do have the Documentary Evidence Act 1868, and any Statutory Instrument issued by any Minister of the Crown or under Secretary of State is admissible as Evidence without any Further Proof.

You have not responded to the Statutory Instrument 2017 No 1323 as with regards to the Local Housing Allowance Rates for Outer North East London Area which does cover Three Borough Councils. The London Borough of Barking and Dagenham Council, The London Borough of Havering Council and the London Borough of Redbridge Council.

2. I believe that the Local Housing Allowance Rates which has been published by the Valuation Office Agency is incorrect information since the Minister of the Crown does have the Power to reject the report and submissions made by the Valuation Office Agency Officials.

3. I am a Human Being Person who was born in Nyasaland which is now the Republic of Malawi, whilst I had my Education also from some Persons from Canada, whilst the Teachers had taught me not to lie and not to steal which I had been taught by my Grand Father the Late Mr Ibrahim Mohamed Bhamji who had paid for my School Fees as there was no Free Education at the time. I believe that Ignorance of Law has no Defence since the words which I have stated have been quoted from the Parliaments Acts and other Judgments given in the United Kingdom.

4. I do acknowledge the Draft Order under Case Number CO/2496/2017, where I request the Secretary of State for Work and Pensions to Join in the First Tier Tribunal and have the Decisions of the Local Housing Allowance prepared by the Valuation Office Agency to be Squashed as soon as possible, where the Department for work and Pensions have spent more than £89, 3750-00 costs for the Barristers and for the Claimants, as the amount that has been wasted could also reduce frustration and Distress to many other Citizens as the Legal Advisers for the Local Authorities does cause waste of time and Public Funds, and time has come to stop them from harassment and intimidation

I, Ismail Abdulhai Bhamjee request your attention that my request is long overdue where by Law you should have responded by now, whilst payments made to the Barrister in the Judicial Review Proceedings, as the Solicitors acting on behalf of the Department for Work and Pensions should have the Information details, The Transcript of the Judgment has been published on the Public Domain but the Costs that had been paid to the Barristers is not mentioned whilst Financial Information is no Longer Exempt information.

The Statutory Instrument 2017 No 1323 has been laid before the Parliament whilst it is the Minister for Work and Pensions who are responsible whilst they do normally issue Circulars as well to all the Local Authorities in the United Kingdom.
