Under the provisions of the Freedom of Information Act, I would like to request all information held in relation to a) the training of Revenue Control Inspectors with regards to tickets/oyster/passes etc and b) any guide issued to RCIs or Underground staff about what tickets are acceptable/valid etc.

Thank you for your email received by Transport for London (TfL) on 4
January 2012 asking for information about London Underground’s Revenue
Control Inspectors.

 

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and TfL’s information access policy. I can
confirm TfL does hold the information you require. You asked for:

 

All information held in relation to a) the training of Revenue Control
Inspectors with regards to tickets/oyster/passes etc and b) any guide
issued to RCIs or Underground staff about what tickets are
acceptable/valid etc.

 

Please see the attached file which contains part of the training material
used by London Underground’s Revenue Control Inspectors.

 

In accordance with the FOI Act, TfL is not obliged to supply some of the
information requested as it is subject to a statutory exemption to the
right of access to information under section 31(i) (a) and (b).

 

In this instance the exemption has been applied as disclosure of all
information held is likely to increase the levels of fare evasion and
result in a loss of revenue for TfL. TfL already publishes its reasoning
behind whether to issue Penalty Fares or report for consideration of
prosecution in the Revenue Enforcement and Prosecutions Policy (which is
available on the TfL website). This is sufficient information to enable
passengers to put mitigating circumstances to TfL in their defence when
they are being prosecuted.

 

Full disclosure of the training material would encourage persistent
evaders to stop paying their fares in the belief that the ’insider
knowledge’ they would acquire would enable them to make a successful
argument when detected by Inspectors and so avoid them being reported for
consideration of prosecution and receive a less serious outcome i.e. a
Penalty Fare instead of being prosecuted.  This could lead to higher
levels of fare evasion and the consequent effect of loss of revenue for
TfL

 

The use of this exemption is subject to an assessment of the public
interest in relation to the disclosure of the information concerned.  TfL
recognises the need for openness and transparency by public authorities,
but in this instance we consider that the greater public interest lies in
favour of withholding the information to ensure that TfL remains able to
effectively enforce its revenue policy with regards to fare evaders and,
therefore, prevent an increased loss of revenue.

which is provided to staff to provide guidance on ticketing policy.

the TfL/LUL training manuals [still] do not cover international, CIV and other less common ticket types. This may explain why there was so much difficulty answering the original request!
