Dear Richmond upon Thames Borough Council,

All questions below are related to the support of people with disabilities, learning disabilities, autism and/or acquired brain injuries - adults only. Furthermore, all questions relate to provision of domiciliary and residential care without nursing.

The questions do not relate to situations where a person's health/abilities has decreased and additional funding is needed for increased support. Rather, the questions relate to the general hourly rate paid by the Local Authority, to a provider for the delivery of support and care.

Has the Council agreed to increase the rate to any provider during the last 4 years as a consequence of the provider initiating a negotiation? If yes, how many providers did you agree to increase their fee? What is the maximum fee increase you agreed to? What is the minimum fee increase you agreed to?

Has the Council agreed to increase the rate to any provider during the last 2 years as a consequence of the provider initiating a negotiation? If yes, how many providers did you agree to increase their fee? What is the maximum fee increase you agreed to? What is the minimum fee increase you agreed to?

Has the Council agreed to increase the rate to any provider during the last 1 year as a consequence of the provider initiating a negotiation? If yes, how many providers did you agree to increase their fee? What is the maximum fee increase you agreed to? What is the minimum fee increase you agreed to?

If the Council has, at any point, agreed to increase their paid rates, what are the main reasons the Council may be willing to do this? I.e. How do you make the decision to agree to increase the rate versus maintain the rate even though it is financially unviable for a provider.

YES/NO

Fee uplifts for all providers pre SSA (merge with Wandsworth) were managed
by Richmond Procurement team. There were no rate increases agreed for
Domiciliary Care providers as annual increases were built into the
original contract and were effective year on year.

last 2 years as a consequence of the provider initiating a negotiation?
YES/NO

3a) Has the Council agreed to increase the rate to any provider during the
last 1 year as a consequence of the provider initiating a negotiation? YES

3b) If yes, how many providers did you agree to increase their fee? Four

3c) What is the maximum fee increase you agreed to? 3%

3d) What is the minimum fee increase you agreed to? 1%

 

4) If the Council has, at any point, agreed to increase their paid rates,
what are the main reasons the Council may be willing to do this? I.e. How
do you make the decision to agree to increase the rate versus maintain the
rate even though it is financially unviable for a provider.

If providers ask for a greater uplift than that offered by the Council,
they are required to submit a financial template, supplied by the Council.
This ensures that the information collected from providers is assessed in
a consistent manner. The financial template requires the providers have to
supply a breakdown of all their costs - staffing and non-staffing costs.
These are reviewed and considered according to the benchmarked residential
and nursing rates we have for Richmond. If the placements are underfunded
then we will negotiate with the provider.
