Dear North Lanarkshire Council,
Please provide the following data throughout the period of 2016/17 to 2020/21, breaking the results for each question down by year.
1. How many Full Time Equivalent (FTE) access officer your local authority employed
2. How many FTE non-seasonal rangers you employed .
3. How many seasonal rangers you employed. If possible, please list this as an FTE figure. If not possible, please provide what detail you are able to.
4. How many times your Local Access Forum met.
5. The total length (in km) of core paths in each financial year.
6. The total Section 11 orders issued to exempt land from access rights for less than 6 days.
7. The total Section 11 orders to exempt land from access rights for 6 days or more with confirmation by Scottish Ministers.
8. The total Section 14 notices issued to a land owner requiring obstructions to be removed.
9. The number of times the landowner complied and did not comply with Section 14 notices.
10. The number of Section 21 path agreements issued.
11. Total access authority capital expenditure on paths.
12. Total matched capital funding for paths.
13. Capital funding from other sources related to paths.
14. Maintenance expenditure on core paths.
15. Maintenance expenditure on non-core paths.

I refer again to your e‑mail of 3 September 2021 seeking information in
relation to seasonal rangers.
Having investigated my response to your 15 enquiries is as follows:-
(1) The following table sets out the number of full time equivalent
Access Officers employed by North Lanarkshire Council in 2016/17 to 2020/21:

(13) I can advise that beyond funding in the amount of £19,141 in 2020/21
the information sought is not held in a format that renders it readily
available. Accordingly, to collate this data in order to respond to your
request would be highly labour intensive and, the cost of undertaking this task
would exceed the amount prescribed for the purposes of Section 12 of the Freedom
of Information (Scotland) Act 2002.
(14) There is no revenue budget provision for such maintenance.
(15) There is no revenue budget provision for such maintenance.
I can advise that North Lanarkshire Council, having regard to the
provisions of Section 21 of the Freedom of Information (Scotland) Act
2002, has established a procedure whereby any person who has requested
information and is in any way dissatisfied with the decision on that
request, can within forty working days require a review of that decision
by writing to the Head of Legal and Democratic Solutions, Civic Centre,
Windmillhill Street, Motherwell ML1 1AB. Accordingly, if you are
dissatisfied with this decision and seek such review please write to the
Head of Legal and Democratic Solutions.
I would advise, also, that in terms of Section 47 of the Act a person who
is dissatisfied with a notice given by the local authority under Section
21 of the Act - ie. a notice following a review of a decision by a local
authority, or by the failure of a local authority to give such a notice -
may make application to the Scottish Information Commissioner for a
decision as to whether, in any respect specified in that application, the
request for information to which the requirement relates has been dealt
with in accordance with the Act. Such an application must be made within
six months of the review decision and be in writing or in another form
which, by reason of it having some permanency is capable of being used for
subsequent reference. The application must state the name of the
applicant, and provide an address for correspondence. The application must
also specify the request for information to which the requirement for
review relates, the matter which gave rise to the applicant’s
dissatisfaction with the original decision of the local authority and the
matter which gives rise to the applicant’s dissatisfaction with the
decision on review by the local authority or the failure of the local
authority to issue such a decision. The Scottish Information Commissioner

I refer to your email seeking further information in relation to Seasonal
Rangers.
Having investigated, I can advise that for each financial year in the
stated period, the number of seasonal rangers employed was zero. The
information provided in response to Question 3 in the initial response was
the (then) current position in 2021/22 (1.25 FTE) and was simply included
to be of assistance.
