Railway Infrastructure funding for Northern Ireland

Dear Her Majesty’s Treasury,
Many consultations by the NI Executive have concluded that expansion of the railways in Northern Ireland costing 7 billion could potentially accelerate the economic growth in the private sector and tourism, with a return on each investment. One consultation called DRD Consultation - Future Railway Investment - MAG Response refers to this. I would like to request what the Her Majesty’s Treasury is intending to do to provide the relevant funding in the Northern Ireland Block Grant to expand the railway infrastructure network. Also, i would like to request if the Current Chancellor of the Exchequer has been made aware of the returns on this investment from your department and the branch of the Exchequer.
Also, i would like to request information regarding why infrastructure has been under funded compared to UK Mainland and when exclusions apply to the Barrent formula.
