I would like information on the stops on all replacement bus routes.

1) Each route serves several stations. At each served station, a map is displayed on a poster. On that map, the stop or stops served by rail replacement buses are shown.
Please supply those maps electronically. A .zip file containing a folder for each route with a .pdf file for each station is likely to be convenient.

2) Please list the stops used by rail replacement buses. Excel gives a suitable format
e.g. for

Unfortunately, from the description provided, we are unable to identify
the time period for which you require this information. Are you interested
in data from 2015? As this is the time period we provided to the FOI
request on “What Do They Know” which you referred to.

 

Furthermore, can you please clarify what you mean by  “Please give links
to stop information in tfl.gov.uk/buses”. The hyperlink you included as an
example, doesn’t work.

 

Regarding question 3, we are not obliged to address this question, in
accordance with section 1(3)(a) of the FOI act. We require further
information in order to identify and locate the information you are
interested in.  In this instance, we cannot be expected to make the
decision as to what information will be of relevance to you and what will
not.

 

Please note that the 20 working day deadline for responding to your
request will depend on when we receive satisfactory additional information
to help clarify your request.

for Canada Water, Wandsworth Road and Clapham Junction. Please note the
posters’ content is always subject to change in terms of detail and style,
so they should only be guaranteed as current at the time of this request.

 

It should also be noted that South West Trains and Southern may well do
their own posters as they serve some of these stations too, which we do
not hold.

Please note that in accordance with TfL’s obligations under the Data
Protection Act 1998 (DPA) some personal data has been removed, as required
by section 40(2) of the FOI Act. This is because disclosure of this
personal data would be a breach of the DPA, specifically the first
principle of the DPA which requires all processing of personal data to be
fair and lawful. It would not be fair to disclose this personal
information when the individuals have no expectation it would be disclosed
and TfL has not satisfied one of the conditions of Schedule 2 of the Data
Protection Act which would make the processing ‘fair’.

 

This exemption to the right of access to information is an absolute
exemption and not subject to an assessment of whether the public interest
favours use of the exemption.

I got partial information on M: Canada Water - Clapham Junction
Maps were given for some stations on the route. I have seen maps at Surrey Quays and Clapham High Street. Neither was given. No maps were given for Queens Road Peckham, Peckham Rye or Denmark Hill. No explanation for the missing information was given.

You say "We do not put diagrams on bus stops ...". I have seen 2 copies of the same diagram at the 2 Clapham High Street stops - G and B from memory.

I need information for all TfL Rail Replacement Routes.

On 20161209, I spoke to Ms Howard and was told my request was too expensive.
I agreed to exclude information for London Underground stations, leaving the request for the following types of station: Docklands Light Railway; London Overground and TfL Rail.
Since then I have heard nothing and I am unable to contact Ms Howard. About 2 weeks ago, I left a voicemail. A week ago and today, no voicemail acceptance was provided.

A response was issued to you on 4 August 2016 and a copy of the London
Overground replacement bus stop posters for Canada Water, Wandsworth Road
and Clapham Junction was provided, along with the Notice of Rail
Replacement Bus Service and route diagrams.

 

A further e-mail, following your initial internal review request, asked
you to clarify what information you were requesting. In response you sent
an e-mail on 23 August 2016 advising:

I am referring to the "bus stops used by all rail replacement services
representing the London Overground, London Underground and Docklands Light
Railway networks". I am also referring to TfL Rail.

 

The Panel have reviewed the handling of your original request and
concluded that there was some confusion when your request was originally
made. In your request where you have mentioned Canada Water, Clapham
Junction, and Wandsworth Road, these stations were given as examples and
as stated in your internal review request you wanted information for all
TfL replacement routes.

 

The Panel note that the only time period given was in your e-mail of 12
July 2016, and states that the request is for ‘current information’. For
the purposes of our internal review we have decided that it would be
reasonable to interpret this to mean a month before the date of your
request. Therefore we have carried out our investigation on the basis that
the requested information is for 1 June 2016 up to 12 July 2016.

 

As part of our investigations we have been advised that there were 63 Rail
Replacement Bus Services during this period. Information on which bus
stops were served during these services is not held in a single database,
and the Rail Replacement Service Team have stated that it would take
several hours to extract this information. In addition to this, the team
have estimated it would take 15-20 minutes per weekend of operation, to
cross reference the files and find the relevant publicity.

 

Under section 12 of the FOI Act, we are not obliged to comply with a
request if we estimate that the cost of determining whether we hold the
information, locating and retrieving it and extracting it from other
information would exceed the appropriate limit of £450 set by the FOI
(Appropriate Limit and Fees) Regulations 2004. This is calculated at £25
per hour for every hour spent on the activities described. Therefore the
Panel have concluded that the cost limit should have been applied to your
original request as it would have taken over the appropriate limit to
retrieve and compile the information you requested. In order to help bring
the cost of responding to your request within the limit, you should have
been advised to consider narrowing its scope so that we could more easily
locate, retrieve and extract the information you are seeking.

 

If you would like to submit a more narrow request then please do so, you
may wish to limit the timeframe you are requesting the information for or
first request a list of Rail Replacement Services over a specified time
period and then identify from that list a smaller sample of services you
would like the maps for. By narrowing your request in these ways we might
be able to provide some information within the limit.

I am writing to request an internal review of Transport for London's
handling of my FOI request 'Rail Replacement Bus Stops'.

I got partial information on M: Canada Water - Clapham Junction Maps were
given for some stations on the route. I have seen maps at Surrey Quays and
Clapham High Street. Neither was given. No maps were given for Queens Road
Peckham, Peckham Rye or Denmark Hill. No explanation for the missing
information was given.

You say "We do not put diagrams on bus stops ...". I have seen 2 copies of
the same diagram at the 2 Clapham High Street stops - G and B from memory.

I need information for all TfL Rail Replacement Routes.

Working timetables for rail replacement routes are available on the TfL website. These show all stops at which buses are explicitly timed. For "normal" bus routes, these comprise a minority of stops actually served but I suspect that there are few, if any, stops on rail replacement routes over and above those shown on the working timetables.
