Dear Highland NHS Board,

Can the public authority please disclose the daily, weekly and monthly rates for every premise of the staff accommodation for the financial year 2009-2010 and 2010-2011, and the dates when each rate was introduced?

(Financial Year 2010-2011)

For the financial year 2010-2011 the daily rate for all the Courts of the staff accommodation and the weekly, monthly and student rates for Glen, Eilean, Firth and Heather Court are not needed as I already know them. They were: £12.50 per day for all the Courts and for Glen, Eilean, Firth and Heather Court were £70.00 per week, £297.00 per month and, for students, £272.00 per month, but please include in your response the dates of when these rates were introduced.

Dear Highland NHS Board,

Asking to see the rent rates applied at the staff accommodation does not seem to me to be asking too much. It’s a basic piece of financial information that should be readily available to the public. I have already asked the accommodation manager (on suggestion of the public authority, http://www.whatdotheyknow.com/request/ra..., I initially directed my requests to her, once in January and again in February 2012, regarding the rent rates applied during the financial year 2009-2010) and the support services manager about it. Both, for some still unexplained reasons, did not provide me with the information being requested.

After having taken into consideration the number of times I made my requests, the lack of explanations of why the information is being withheld and the length of time I have been waiting for it, I have now come to the conclusion that the only thing I can do to try to obtain the information I have requested, is to apply to the Commissioner for a decision.

Dear Highland NHS Board,

It would appear that a prompt from the Commissioner was not sufficient to deter the public authority from withholding information. The question put on 28 March 2012 clearly requested some specific financial information. I am still waiting to see the rent rates for the financial year 2009/2010 and the dates when they were introduced – without it, I can’t be sure that the public authority is doing everything correctly in its administration of these public properties. But I am pleased to see that the public authority has started to introduce new policies at the staff accommodation; although, they don’t seem to be much publicised.

In the spreadsheet provided there is a piece of data which I found quite puzzling, and that made me thinking of the kind of checks and balances the financial administration of the staff accommodation must be subjected to.

In the “Data” section of the spreadsheet provided, the public authority says that the monthly income from the majority of the residents of Glen Court for the period April to September 2009 was £297.00. How could the public authority have made £297.00 a month from most of the residents of Glen Court, when that monthly rate (£297.00) was only introduced in April 2010?

Can you please clarify if the long stay residents in Glen Court that paid
£9870 from the 2nd of January 2010 until the 25th of December 2011 were
the same four permanent residents in Glen Court since 2007 (the year since
records are available) from which £1,120 were collected in February 2011?

We can confirm that the residents were the same during that period
