Dear Highland NHS Board,

It its last response to my Freedom of Information request titled “Raigmore Hospital staff accommodation” of 16 March 2011, the public authority said that there were 4 rooms occupied in Glen Court by residents since 2007.

Can the public authority please disclose the total income collected by the Finance Department from the four long term residents in Glen Court for every month starting from January 2010 up to December 2011 (February 2011 has already been disclosed)?

I am writing to request an internal review of Highland NHS Board's handling of my FOI request 'Raigmore Hospital staff accommodation 3'.

I find the responses given by the public authority to be vague and unsatisfactory.

The public authority says that the latest information I requested, the clarification I requested to the response given by the public authority on February the 21st 2012, is not available. But it does not say the reasons why the information is not available! I presume that the information is not available for a reason, what is this reason?

According to the records that are available, there are four rooms in Glen Court occupied since 2007 (although, the public authority has said that there might be some people who have been at the staff accommodation for more than ten years but this is not recorded information. In fact, in a document available in the publication scheme it appears that in 2006 there were records of some people being at the staff accommodation since 1989). From the records available the public authority should be able to extract the information I have requested.

Furthermore, both the public authority and the Head of Finance have said that all staff pay their rent by payroll deduction. This means that the public authority can easily find out who, when, where and for how long someone has lived at the staff accommodation, and can easily work out incomes made by renting a particular room, flat or house – this is especially true for people who have made these public premises their home as they live at the staff accommodation on a permanent basis.

I addition to the information I have obtained so far, can the public authority please also disclose the income made from the four rooms in Glen Court permanently occupied since 2007 for the first six months of the financial year 2009-2010 (1st April to 31st December 2009)? Can the public authority please make its response specific by identifying the building and the rooms number from which the income to be disclosed and the two incomes already disclosed (£1,120 made in February 2011, and £9870 made from the 2nd of January 2010 until the 25th of December 2011) originates?

We have reviewed our response to your Freedom of Information request regarding Raigmore Hospital Staff Accommodation.

We would be happy to provide the information you request - however I would ask that you bear with us as it may take sometime to pull it all together as it covers quite a long time period.

I would also suggest that you contact Brian Beattie, the Portering and Operational Security Manager, who currently has responsibility for staff accommodation. He is more than happy to meet with you and try to understand the issues you have in relation to staff accommodation in Raigmore Hospital.

We will start the work on pulling the information together and will feed it to you as we get it.
