1. A detailed breakdown of all the charges and rental charges applied to every premises of the Accommodation Department in the current FY 2019.

2. A detailed breakdown of all the incomes that were collected from every premises of the Accommodation Department in each Financial Year from FY 2013 to FY 2018 included.

3. A detailed breakdown of where all the incomes that were collected from every premises of the Accommodation Department from FY 2013 to FY 2018 have actually been reinvested to maintain and upgrade the premises. Including the £1,276,338 income (£150,629.50 of which came from the Glen premises) collected in the FYs 2011 and 2012. (It is still a real struggle to see where the more than £1,300 a month currently charged to each flat is being reinvested in the premises. There still are fungus growing out and insects coming out of the rotten floorboards - I wonder what your local partner Highland Council actually inspected during the last inspection.)

4. Regarding the documentation required for running the Glen premises and that after years are still not being provided, even under formal requests and even after having formally contacted the local enforcement body (your local partner Highland Council), please provide the most recent:

• Fire Safety Scotland Act
• Annual Fire Risk Assessment
• 5 Yearly Electrical Inspection
• Annual PAT testing
• CNORRIS Indemnity Insurance (Annual)
• Annual Heating Inspection
• Annual Door Inspection
• 3 Monthly Legionnaire Inspections (please include the monitoring logs of the water temperature and confirm at which temperature the water services are supposed to be operated in order to prevent Legionella growth)

5. Regarding the “inspections” of my Study Room during the past twelve months, please provide:

• Name(s)
• Job Position
• Date
• Reason
• Action
• Outcome

Despite having taken you to court several times, your organization persisted and kept overcharging me for months in recent times until I brought that to your attention. According to the information that I have obtained (not without difficulties) through FOISA from your organization, it would appear that the amounts to be overcharged to me were indicated (again) by the same member of staff to which your organization assigned the “investigation” of one of my Formal Complaints and that I mentioned in some of my previous FoI requests. (Member of staff that is still in charge of the Accommodation Department?)

6. Please provide:

• The recruitment process that was followed for her appointment to the job.
• The qualifications and education that were originally required for that managerial job position.
• The actual qualifications and education held by your member of staff at the time of her appointment to the job.
• The relationship of your member of staff with the other members of staff with which she carried out the “investigation” of my Formal Complaint (lo and behold, your board secretary and your FoI administrators).

7. I am still waiting for your organization to provide me with the following documentation:

• The procedure followed by your organization for reimbursing people for the vandalization (vandalization that occurred within your premises and in areas where only your organization can have access to) of their personal belongings and the time frame for the reimbursement process.
• The outcome of the investigation that your organization was supposed to carry out regarding the despicable activity like the type I have unfortunately experienced (like having my personal belongings vandalized numerous times and smeared with faeces – only primitive people would do that).

Dear NHS HIGHLAND,

while I contact the Scottish Information Commissioner, could you please say which one of the documents released refer to the Legionella testing and what the KPI Report and its 6%, 32% and 1% non-conformities are about?

Also, among the documents released, where do I locate the small claim form to be handed in for the reimbursement of the vandalization and smearing with faeces of my personal belongings? (Your organization does not appear to be much concerned about it. After more than six months it still has not provided me with a small claim form despite being aware that according to the procedure small claim forms should be submitted within 30 days from the date of the incident. Your organization does not even have the courtesy of keeping me updated on the progress of the investigation – perhaps it does not want to. I would assume that your organization has a duty of care for what happens within its premises. Especially in areas where only its staff and authorized persons can have access to.)

I also note that some statutory inspections are overdue. I will contact your local partner Highland Council to see what it is going to say about it.

I would also like to thank you for confirming that your organization is indeed reinvesting in your hospital any balance from the accommodation premises. Hopefully, the Scottish Information Commissioner will be able to help me find out how much of that money is diverted to run the hospital.

I refer to your request for information under the Freedom of Information
(Scotland) Act in relation to a detailed breakdown of where income
collected from every premises of the accommodation department from FY 2013
to FY 2018 have been reinvested to maintain and upgrade the premises.

 

The costs associated with the Raigmore accommodation blocks are charged to
one single code for the complete Raigmore site. The Code includes
expenditure on Raigmore Hospital, the accommodation blocks, and other NHS
Highland facilities on the Raigmore site. The costs specifically
associated with the accommodation blocks cannot be extracted from the Cost
Code.  Therefore, all maintenance costs relating to the whole of the
Raigmore site (which includes the hospital and accommodation blocks etc)
are coded to one single code and are not broken down between the hospital
and the accommodation.

 

ACCOMMODATION REFURBISHMENT

 

However, we are able to provide the costs for the ongoing accommodation
refurbishment programme since it started in 2016-17.  This is a programme
of works which is in addition to general maintenance of the accommodation
blocks.   It is important to note there is no link between the costs
associated with the refurbishment programme and the income received from
accommodation.  This is budgeted expenditure and the costs to date are as
follows –

 

2016-17 - £555,304

2017-18 - £25,786

2018-19 - £497,658

2019-20 to Oct - £202,535

 

BIOMASS HEATING COSTS

 

The only other expenditure relating specifically to the Raigmore Staff
accommodation which can be provided relates to the Biomass heating costs
as this expenditure is recorded separately.  There is only one Raigmore
accommodation code which records the charges for the running and
installation of the biomass heating system.  All other bills, electricity,
water, rates etc, are included on one invoice for the full Raigmore site.

 

The following outlines expenditure on the biomass heating system, its
installation and running costs since it was fully operational in 2014-15.

 

2014-15 – £101,171.28

2015-16 - £134,416.25

2016-17 - £126,386.48

2017-18 - £121,560.98

2018-19 - £124,629.66

2019-20 - £63,641.83 – At Mth 7

Commissioner’s office, I’m writing to confirm additional details with
regard to the costs associated with the ongoing accommodation
