Dear Highland NHS Board,

From the information provided by the public authority on 10 June 2013, it would appear that the number of residents has substantially increased in the past three financial years.

Can the public authority please provide copies of all the written policies currently in use at the staff accommodation, and copies of all the written policies that were in use in the previous four financial years (i.e. 2009-2010, 2010-2011, 2011-2012, and 2012-2013)?

The public authority says that some information relating to previous years is not available.

Can the public authority please say how long records (any records, financial records in particular) are supposed to be kept for?

The public authority says that internal audits are carried out from time to time. However, from information obtained in previous FoI requests it appears that in recent years the only internal audit carried out at the staff accommodation was made by Deloitte in 2009, and its outcome did not appear of having been very positive.

Can the public authority please say who appoints internal auditors? Are internal auditors completely independent from the public authority? Who decides when internal auditors have to carry out an audit of a particular department – for example, audits of the staff accommodation? Are members of the public allowed to contact internal auditors? Besides internal auditors, are there any other independent bodies that monitor public authorities and their administration of public finances and public properties? Have any of these bodies ever carried out an inspection of the staff accommodation – the financial administration of the staff accommodation in particular? Are members of the public allowed to contact these bodies?

a. The appointment of Internal Auditors is done through a tendering process every 4 years and the final appointment is approved by NHS Highland Board
b. Yes, Internal Auditors are independent of NHS Highland
c. An annual programme of audit is approved each year. However there is flexibility in year to instruct new or additional audits at the request of our Audit Committee
d. Members of the public are not able to contact the Internal Auditors directly, however if there was sufficient concern raised via the complaints process, an audit may be carried out, but this would be in exceptional circumstances.
e. In addition to our Internal Auditors we have External Auditors who are appointed to carry out specific pieces of work relating to areas such as Annual Accounts or other areas specified by the Scottish Government, these tend to be on a nation wide basis. Audit Scotland carry out this work for NHS Highland.
f. Yes
