As you know, this was due to the absence on sick leave of key members of
staff. Your questions, and our responses, are set out below:

Please disclose the monthly rent revenue and the number of nights

sold of Glen Court for the months of February, March, April, May

2010, and February 2011.

I am afraid that, due to the shortages of staff in the Staff
Accommodation, the financial records for utilisation of the Staff
accomodation are incomplete. As a result we do not yet hold the
information you have requested.

The Accommodation manager was hoping to bring these records up to date, so
that we did hold the information and your request could be answered, but
has been unable to do so and is unlikely to be able to do so for some
time.

The information will of course be gathered as soon as staff shortages are
resolved and I am sure that your Accommodation Manager would be happy to
let you have a copy of this information as soon as it is compiled.

I am sorry that we could not be more helpful. If you are unhappy with my
response, I am very happy to discuss this with you further. Alternatively
you have the right to ask for a review through making a formal complaint,
about the way in which I have dealt with your request for information, by

We do not separate out the income for Glen Court in our records. However,
we do have the total income for staff residences at Raigmore Hospital.
Perhaps this will be helpful. This is shown below for the month of
February for the last two years:

I am conscious that this is the third request in which we have been unable
to give you exactly the information you asked for and that this may appear
to be us being unhelpful. This is not our intention. Can I suggest that
you may find it easier to simply pop along and have a conversation with
the Accommodation Manager at Raigmore. Such a discussion might be helpful
in developing a mutual understanding of the information we do hold and how
we can help you. If it is available, and contains no personal data about
other residents, then I am sure the Accommodation Manager would be happy

I have just spoken to the accommodation manager and she tells me that all staff pay by payroll deduction.

The small number of non-employed residents, such as students, pay via a mixture of direct debit, cash, or cheque.

You find it easier for any future questions to simply ask her direct, as my acting as an intermediary will inevitably slow things down.

before going any further with this Freedom of Information request, please let me see if my understanding of how the staff accommodation at Raigmore Hospital works is correct.

The staff accommodation, please correct me if I am wrong, consists of 32 terrace houses and 13 blocks of flats. Each block of flats is named and each room is numbered. Rooms are allocated to people that request one by the accommodation manager based at Kyle Court – it works like a hotel basically.

NHS Highland staff pays their rent via a payroll deduction. For monthly paid staff residents of Glen Court the rent rate in the fiscal year 2010/2011 was £297.00 per month; weekly paid staff residents in the same court were charged £70.00 per week.

I do not yet know how the public authority does the accounting at the staff accommodation; however, the public authority has confirmed that all payments are recorded financial transactions. The public authority has also confirmed that it does not hold separate income for Glen Court in its records.

Although the procedure followed for the recording of financial transactions might be complicated, recorded financial transactions should be traceable - shouldn’t they?

Please tell me, does the public authority hold records of the rooms being allocated? When were they allocated? For how long were they allocated? Are the rent rates the same of Glen Court for all the other blocks and for all the flats? If not, please tell me, how does the public authority know how much rent has to deduct from employees payroll if it does not know to which room, in which court, in which flat the employees have been allocated to, and for how long they have been there for?

Could you please tell in which form does the public authority hold these recorded financial transactions so that I can rephrase my Freedom of Information request and make it easier for the public authority to extract the financial information related to these public premises which I really want to see?

The public authority should not need to be reminded that this is a request of information under the Freedom of Information (Scotland) Act 2002; section 15 of this Act states that a Scottish public authority must provide advice and assistance to a person that has made a request for information to it.

So far the advice and assistance provided by this public authority has been insufficient for the successful outcome of this Freedom of Information request. Will please the public authority provide more assistance and help with this Freedom of Information request?

Could you please disclose more detailed information regarding the financial administration of the staff accommodation? Understanding how these public premises and public finances are run and administered will make the functioning of the public authority more transparent, and will help the citizen to better understand how public money is being spent.
