The above Fera report at page 14 refers to:
"direct contact with representatives of Government Agencies and other public bodies (e.g. Natural England, the Highways Agency, local councils), private companies (e.g. Network Rail) and NGOs, (e.g. Buglife);"
Information required
1. All correspondence sent and correspondence and information received between Fera and the Highways Agency in regard of the study /report.
2. As 1 above re Network Rail
3. As 1 above re Natural England
4. As 1 above in regard of County Councils (I presume that initially a standard letter was sent by fera so I only need one copy of that.)

Dear Information Requests (DEFRA),
I am grateful for the information received, the work involved in supplying it in a practical format, and fully recognise the appropriateness of withholding personal data. I do, however, take issue with the following section of your letter:
"All email ‘headers’ and ‘footers’ containing personal information have been withheld. This information should be withheld under regulation 12(3) read in conjunction with regulations 13 (1) and 13(2)(a)(i) of the EIRs, as the information constitutes personal data relating to persons other than you. These regulations provide that personal data relating to other persons is exempt information if disclosure would breach any of the data protection principles in the Data Protection Act 1998 (DPA)."
You have not only withheld personal data, but job titles, departmental information, office addresses etc which do not constitute personal data.
I should be grateful if you would be so kind as to review and remedy these omissions in regard to my requests.
