Dear Office for Standards in Education, Children’s Services and Skills,

As you are already aware of NUMEROUS COMPLAINTS regarding this Military run facility I am struggling to see :

1) What you have ever done about the complaints
2) Any transparency on the risks and dangers to children because staff and parents concerns are being IGNORED whilst you’re awarding OUTSTANDING ratings?

Where is your transparency?

Please provide information on how many recorded complaints you have against this nursery and how you went about investigating them.

What is your position on Serious Emotional and Psychological Abuse by this Nursery on children? What hygiene rating did you give them? How do you safeguard children from highly infectious/contagious diseases? Would you say that using the same tissue covered in hand foot and mouth or conjunctivitis on everyone’s children is OUTSTANDING? Would you say leaving children to scream in torment and offer NO COMFORT would be classed as OUTSTANDING .... Or lying and deceiving parents about the level of care their children are receiving ..... IS THAT OUTSTANDING? How about just telling lies in general, being dishonest and deceitful .... IS THAT OUTSTANDING.

How is this nursery funded?

How much PROFIT does it make for the station through Grants, Government Funds, Kick backs and other money spinners .....

If this was not military run. Can you honestly say it would still be open?

Please confirm how many children leave this Nursery every year due to bad experiences with the management and operation ..... I’d like your ACTUAL KNOWLEDGE of such important information.

If you don’t know this. Why don’t you?

What audits do you do? What access do you have to this nursery’s files and information (usually well covered up)? How do you safeguard? How do you protect?

Where are all the facts? Why are complaints hidden from the publics view? Please provide me with all information relating to safeguarding concerns you have been made aware of over the last 7 years for this Nursery.

Dear Alastair ONeill,

Thank you for your reply however it doesn’t really offer any information?

OFSTED have given me and numerous other parents NO FEEDBACK in relation to our complaints which appear to be brushed under the carpet and hidden from the publics view.

How are parents supposed to make informed decisions on childcare providers when there is NO INFORMATION relating to COMPLAINTS the setting have received and everything seems be covered up and hidden from view.

As parents WE HAVE A RIGHT TO KNOW.

It has now been bought to your attention that this Nursery Manager is not fit to practice and I would like feedback on all of the information you have been sent.

Dear Ms Grocock,

Thank you for your email. As we have previously explained to you, Ofsted is not a complaints adjudicator. Our role is to ensure that providers remain suitable for registration and not to investigate whether complaints should be upheld or not. Where we find action needs to be taken we publish outcomes on our website; however we do not publish a running chronology of concerns that have been received. I would refer you to our earlier response letter which sets out this process and the applicable guidance documents.

We consider that the publication of our inspection reports, and where applicable, the outcome summaries of investigations where we have had to take action; strikes the appropriate balance between public transparency and balancing the rights of the individuals who run the individual settings.

In regard to the final point of your email; we would require clarification on what 'feedback' it is you are requesting. As per my earlier response Ofsted does not publicly comment on concerns that have been raised about a setting unless we have found that action is required - in these circumstances an outcome summary will be published on our website setting out the concerns and action taken.

Finally, while you have submitted this via the WhatDoTheyKNow website as an internal review we do not, at this stage, consider this correspondence as a valid request for an review to be carried out. Should you wish for this to take place we would ask that you identify which aspects of our response you wish to be reviewed.

Dear Alastair O'Neill,

Based on the detail in other parents complaints (sent to you about this establishment) WHY aren’t their findings published on the website?

WHERE do parents find out what REALLY goes on in an organisation if there is no transparency and you refuse to share the information?

Surely all parents have the right to know about the feedback OFSTED have received in relation to serious safeguarding concerns.

It ‘appears’ because it’s owned by THE MILITARY it is above ANY LAWS OR LEGISLATION. This isn’t acceptable either.

I am still waiting for a full and detailed list of all complaints received by OFSTED for this nursery and you have refused to provide me the information of which my research and feedback at Marham shows you clearly have the information but refuse to discuss or share with the public.

My findings are a matter of Public Interest and this data should be freely available.

Safeguarding concerns must be reported to your local social services. Other concerns can be reported to your LA Early Years Team. You can also contact your MPs.

If nursery staff have raised concerns, the nursery/LA should have fully investigated them.

If it helps, providers must keep a record of complaints received and the providers response. Ofsted review them during inspection/visits and I urge parents to file complaints if they haven't already done so.

Ofsted will take action if three or more concerns are received within a two year period. Anonymous concerns (not inc. whistleblowing) are generally referred back to providers so it's vital that parent complaints aren't anonymous.

You should ask Ofsted directly to explain how they dealt with the numerous complaints - if you're not satisfied with their reply, you could complain via their website too.
