I am contacting you in relation to your request for an internal review
concerning the response provided to FOI-3087-1920. Following your email of
23 January 2020 a review has been carried out by an Independent Review
Panel (‘the Panel’) consisting of individuals who were not involved in the
handling of your request. As part of the review the Panel have reviewed
the information held in relation to your request and sought confirmation
from the appropriate subject expert within TfL, namely in this instance
the Service Delivery Manager for TfL's Technology and Data (Surface
Transport) Team.

 

Your specific request made on the 14 January was for "a copy of radio
calls made by Metroline bus company on the 30 route on the 16th 17th 18th
From 0700 till 1400". 

 

The Panel have confirmed that the response provided to your FOI request on
20 January 2020 is factually correct and we do not hold the radio call
logs that you are seeking.  To provide further explanation, there are two
separate contact points between TfL’s Network Management Control Centre
(NMCC) and the bus drivers, and between Metroline and the Bus drivers. As
you specifically asked for “the calls made by Metroline bus company” these
recordings are held by Metroline as they are the bus operators for route
30.

 

The only recordings that TfL keeps of radio calls relate to Code Red and
Code Blue calls made by bus drivers into the NMCC and this is for the
purpose of incident review.

 

The Panel appreciate that the above response will come as a disappointment
to you, however we hope that we have provided a better clarity in regards
to the information you requested in FOI-3087-1920. If you are dissatisfied
with the internal review actions to date please do not hesitate to contact
me or alternately you can refer the matter to the independent authority
responsible for enforcing the Freedom of Information Act, at the following
