Questions to BHCC on rubbish and recycling collections, graffiti and grime.

Dear Brighton and Hove City Council,

1. The general situation: Are rubbish collections working smoothly by and large? (Is it correct to say that evidence of certain communal bins persistently over-flowing shouldn't be presumed as evidence of citywide problem? What is that council's position on this matter?

2. Recycling: (a)When people put yoghurt pots/butter tubs/food trays in recycle bins (items which a BHCC leaflet prohibit) have they contaminated and rendered useless the whole recycling effort? (ie Does the bin simply get poured in with general waste when this happens? Are there Cityclean personnel sifting and selecting out offending items?)
(b) City councillors speak of how only 29% (some mention or 39%) of materials offered by citizens for recycling are actually recycled (i.e. most communal bins are contaminated) - What is the correct percentage? Please give me the figure for residential versus commercial (i.e.is the 30 or 40 percentage that gets recycled largely coming from commercial sources such as shops and other businesses who follow the recycling guidance and don't contaminate? What percentage of residential cycling makes it all the way to actually being recycled?

3. What is the BHCC view on resolving the tagging/graffiti problem?

4. Is there an officially recognised seagull problem with regards to tearing open bin bags beside overflowing communal bins? How does the council tackle this problem?

5. Can the council support (and resource) neighbourhood initiatives where residents take ownership of the area outside their door? (e.g supply paint to cover tagging, gloves etc to pick up bin overflows)?

6. Does the council recognise a connection between (a) rough sleepers, residents with mental health problems and/or suffering increasing poverty and (b) a pattern of individuals raiding bins/pulling out refuse in order to scavenge? (Does it recognise the existence of (b)?)
