Questions regarding validity and necessity of 2011 Census

Dear Office for National Statistics,

It has been brought to my attention that senior executives at the
Office of National Statistics have stated in various meetings that
the ONS only need 10% of collected Census Data to meet the purpose
of the census.

Please provide copies of any communications or internal
documents/minutes, relating to this matter.

Please also provide copies of any communications between the Office
of National Statistics and any other third party with regards to
the prosecution of non-respondants under the Census Act, including
but not limited to, emails, letters, memos and minutes to any
meetings (where minutes are not available, a list of dates when
such meetings took place).

Dear Mr Hanff,

You have asked for information about the 2011 Census under the Freedom of
Information Act.

Firstly, we have no knowledge of any statements such as you quote.  There
are a number of statements published on the ONS website which set out the
targets and objectives for the 2011 Census and these can be found from the

The objectives for the 2011 Census were most recently included in a paper
‘Census objectives’ on the website at

Glen Watson, the ONS Director for the Census has publicly stated that
“I am confident that we have achieved a response rate of 94 per cent
nationally and over 80 per cent in every local authority.”

It is possible that there may be some misunderstanding concerning the
project, ‘Beyond 2011’ which has been set up to consider alternative ways
of obtaining information that has been traditionally gathered via a census
and is looking at a range of options for producing population and
socio-demographic data as an alternative to a census.  More information is

With regard to your request for copies of any communications between ONS
and any other third party with regard to prosecutions, this would be
information which is exempt under Section 31(1) (c) of the Freedom of
Information Act. This exemption is being applied as the cases are still
ongoing and release of this information could prejudice the ongoing legal
action.

You have the right to have this response to your freedom of information
request reviewed internally by an internal review process and, if you
remain unhappy with the decision, by the Information Commissioner. If you
